Prosecutor General's Office will automate the process of business inspections
By the end of this year, the supervisory body intends to introduce the Unified Register of subjects and objects of inspection, due to which inspections will be assigned automatically
The Committee on Legal Statistics and Special Records of the General Prosecutor’s Office of RK presented the project "The Unified Register of subjects and objects of inspections" (URSOI) at the National Chamber of Entrepreneurs.
Deputy Chairman of the Committee Nurlybaev Sabit said that since 2015, the Committee on Legal Statistics and Special Records was appointed as the body, which is responsible for coordination of inspections, conducted by state bodies. In this regard, as well as to streamline the supervisory functions of state bodies, the Committee developed a mechanism for the coordination of inspections of control and supervision bodies. The new system automates the process of forming the lists of inspections.
"Within the frames of this project we have developed a map of inspections. You can see the object or subject of an inspection, which authority has checked, what types of violations were detected or not detected. This is useful both for the entrepreneur and for the citizens. Every businessman will have a rating. Any citizen, going to the map will be able to see who is a conscientious businessman, and who is not", - said Sabit Nurlybaev.
Senior prosecutor of the Committee Damilya Khamitova explained that with the adoption of the Entrepreneurial Code, the planned inspections have been eliminated, now they are appointed on the basis of a risk assessment system. At the same time, to appoint an inspection, an official state body should carry out a comprehensive analysis of the activity to assess the likelihood of the violation. As a result, according to the criteria, the subject or the object belongs to a certain degree of risk, which determines the frequency of inspections. In this case, the human factor is also not excluded.
"How do we want to help entrepreneurs? URSOI is designed to gather all information about the audited entity. On the basis of the criteria approved by the system, it will automatically select potential violators. Thus, we automate the existing criteria and checklists in URSOI, which are shown during the inspection. The new legal requirements is also take into account - to use not only the results of the previous inspections, but other sources of information - reports, complaints, media", - underlined Damilya Khamitova.
The project will allow a subject of an inspection to accept or to appeal the classification to varying degrees of risk. Thus, a selective approach of control and supervision bodies will be excluded, the credibility of a consumer to an entrepreneur will be a lever, which will increase competition.
On Checklists developers intend to use the traffic light principle. Companies with big violations will be marked with red color. As a result, these facilities will be subject to frequent inspections of the public authorities.
Yellow light displays the objects with minor violations in the work. They will be assigned to the category "favorable object".
Green light indicates the objects have no violations. They will receive the status of a "perfect object".
The Committee clarified that the status of objects on the map of inspections will change upon elimination of violations. Thus the previous set of tests has no effect on the current status. The map reflects only the result of the last inspection.
Launching a new information system is expected by the end of this year. The Committee is ready to work on its improvement, taking into account the wishes of entrepreneurs and NCE, this was stated during the presentation.
Deputy Chairman of NCE RK "Atameken" Rustam Zhursunov noted the importance of the new development and proposed to link its future with a regional map of development and business registry of NCE.
"There is a Center for Monitoring and market expertise at NCE - our IT-department. In addition to the monitoring of commodity markets, this center has a second product - a regional map of development. At the end of last year, we have digitized every region of Kazakhstan, and the map has a portrait of every entrepreneur. The Business Registry has combined all the databases of state agencies into one and shows only operating businesses. We managed to combine all three products together. When you complete this base (URSOI), we need to establish a "gateway" in the event that the counterparty will be looking for companies, so that your ranking shows up on the screen. And this is just a hint to many, wether to work with the entrepreneur or not", - concluded Rustam Zhursunov.
