Agrologistics: it is necessary to take into consideration the demand

The problems of the infrastructure and agri-food market were discussed at NCE

The National Chamber of Entrepreneurs of Kazakhstan "Atameken" held a round table on the topic "Agrologistics: a systematic approach to the development of modern infrastructure of the agri-food market" with the participation of the Chamber’s leadership, representatives of the Ministry of Agriculture, and agricultural experts.

The participants of the meeting tried to work out proposals for the logistics in the agricultural sector through the development of the concept of the new AIC program for 2017-2021.

The roundtable was organized with the purpose of detailed study of the task of creating an effective system of direct marketing and processing, development of transport and logistics system for AIC, the creation of a unified concept of a network of wholesale and distribution, trading and logistics centers, named within the presentation of the Development Concept of AIC Program for 2017-2021, which was represented in Astana on 7th of November.

Manufacturers and processors of agricultural products, distributors, carriers and retail chains expressed their understanding of the limitations and problems of the existing infrastructure and the existing logistics systems.

Chairman of the Subcommittee of transport logistics of NCE RK "Atameken" Erkhat Iskaliev in his speech referred to a chain: first you need to learn how to sell, to do this you just need to learn how to plan, and then to determine what we produce.

"We want logistics not to be an obstacle for agricultural producers neither in trade nor in exports. It is important to manage costs, to strive to optimize and to reduce operating cycles. For logistics it is important that there is a required volume, there is a clear plan of deliveries", - he said.

Chief specialist of the Ministry of Agriculture of Kazakhstan Erkin Orazbekov, in turn, shared vision of how to improve the efficiency of supply chains for agricultural products by creating a network of wholesale and distribution centers (WDC).

 Managing Director - Director of the Customs Administration Department of NCE Dina Mamasheva drew attention of officials to the economic side of the issue. "In my opinion, the creation of WDC network, separate from the existing TLC (transport and logistics centers) - is ineffective. There are already all warehouses, of which you are talking about. There is everything at TLC, all the conditions are stipulated, we only give them one more function: no to load at these warehouses and to ship, but to sell immediately here. When TLCs are built, why are not to design it for it. Why to spend extra money? May be it is correct to modify the network of TLCs", - she said.

MA representative agreed with her. "We are now working the issue of possible conversion of WDC in the TLC", - he said.

 The expert of the International Institute of Logistics and Business "Silk Road" Andrew Hluss proposed model of development, which implies a centralized management of a network of wholesale and distribution centers, which combine the functions of sorting, storage, processing, packaging and marketing on the basis of modern methods of forecasting food needs by region. "The implementation of such strategic projects requires a single system approach at the national level and the involvement of many parties that, as international experience shows, can only be achieved only through systematic state support and public administration of the project", - believes the expert.

The essence of the modern approach is that we need to expand the information flow in the opposite direction: that is, the product stream is moving from the ground to the consumer, but we must think from consumption to the land - from the moment of demand, the only moment of truth, when we sell and buy”, - he added.
