Requirements for entrepreneurs are often overwhelming, and at times absurd, and create preconditions for corruption
The prosecutor's office of East Kazakhstan region summed up the results of joint work with the regional Chamber on the protection of the rights of entrepreneurs for 2016.
For 12 months of 2016 the prosecutor's office of East Kazakhstan region within the framework of the protection of business initiated 9 inspections, during which were revealed 92 violations of the law, 26 persons were brought to disciplinary responsibility within the line of prosecutorial response measures.
The main disadvantage in the system of interaction of legal entities and the state are numerous checks of supervising bodies. Reduction of the number of such tests - the main task of the supervisory authority and the Chamber. It is worth noting that there was no evidence of any illegal check in the past year.
"Today, the number of inspections is reduced compared to previous years, but the problem of the effectiveness and efficiency of many audits still remain", - said in his speech, the director of the Chamber of Entrepreneurs Igor Shatsky.
According to the results of audits, entrepreneurs still have vague understanding of the requirements that entrepreneurs still can’t meet due to lack of clear explanations. There is a variety of requirements of one public authority for the execution of the deadline for correction of violations.
It is important to ensure uniformity of inspections and to eliminate duplication.
The requirements are often overwhelming, and at times absurd. For example, according to the applicable requirements to the objects of catering "in the preparation of an omelette thickness of egg mixture with the other ingredients – should be no more than 2.5-3 cm". According to the requirements of veterinary standards "every corral must have a slope of 2 - 3 degrees from the cattle feeder and recreation place".
Business Activity is overly regulated, and the same requirements can be checked by different state bodies by putting an entrepreneur to administrative responsibility.
"Often claims overlap and entrepreneurs are actually checked by one and the same question several times, and sometimes punished as much", - said the director of the regional Chamber.
