Diagnostics: easy and affordable
Issues of development of laboratory diagnostics and availability of this type of service in the capital and other cities in Kazakhstan were discussed at the Chamber of entrepreneurs of Astana
Director of the Metropolitan Chamber of entrepreneurs Ghani Tasmaganbetov noted great role of business in development of health care, including public-private partnership in the field of laboratory diagnostics. He stressed that entrepreneurs working in this sector, are willing and interested in working in the PPP format, but there is a number of problems to be solved. For example, the slow process of transfer to the trust management of urban health facilities.
"However, the use of methods of private business allows to reduce costs for the maintenance of the current state medical institutions. Increasing the level of service and quality of service will be necessary competitive conditions for business success and increase of the customer base. The state will be released from unprofitable or inefficient enterprises, thus freeing and send budget funds in the strategically important for the development of the industry sector (such as maternity, tuberculosis, etc.) or in areas where the use of PPP is limited ", - stressed Ghani Tasmaganbetov.
As an example, he cited the experience of a network of clinical diagnostic laboratories "Olymp", which has developed material and technical base and can provide high-quality services to the population.
The director of "CDL"Olymp" Yerlan Suleimenov noted that, according to his data, the market of medical services in Kazakhstan is growing at 10-12% annually, the share of the private sector in health care is 23%, and its growth rate reached 15-20% year. The share of private laboratories in Kazakhstan – is about 30% of the market, the remaining 70% is owned by the state.
"We are actively working in the framework of public-private partnership in the implementation of the state order. Today, the company has integrated its laboratory information system with the Republican Center for e-Health, which allowed to conduct automatic exchange of data on ordered laboratory tests. "CDL Olymp" cooperates with more than 1500 public and private clinics", - said Yerlan Suleimenov.
In many cities and regions of Kazakhstan - Astana, Almaty, Atyrau, Aktobe, Kostanay the part of laboratory research in the framework of state guaranteed benefit package (SGBP) is also centralized on the basis of "CDL Olymp" on the the conditions of subcontracting, as a result patients and physicians have access to analysis of any complexity, which significantly improves the diagnosis.
"Thanks to the expertise and having all the necessary resources," CDL Olymp" is ready to fully cooperate in the framework of PPP to provide the population with quality doctors and laboratory services with a decrease in the budget expenditure in order to improve the diagnosis and treatment of diseases", - said Yerlan Suleimenov.
He noted that in the light of the program of the development of the capital up to 2020, which was recently announced by the akim of Astana Aset Isekeshev, the company is ready to provide a walking laboratory in the capital. CDL has 22 walk-in Laboratories in the capitol and outsourcing network of over 150 offices in Astana.
The network of clinical diagnostic laboratories "Olymp" has been working on in the field of laboratory diagnostics services market from January 2007. This is the first in Kazakhstan clinical diagnostic laboratory network, which got a European accreditation for quality management system ISO 15189. Through collaboration with German laboratories, patients of CDL have the opportunity to submit tests, which were previously not available in Kazakhstan. Some high-tech tests necessary for the diagnosis of rare, including genetic diseases, are performed on the basis of the largest European laboratories Synlab, Limbach, a partner of which we have become in 2015.
In just 10 years the company opened more than 200 treatment rooms and 18 laboratories in Kazakhstan and the Russian Federation, it conducted more than 30 million tests, examined more than 9 million patients. Only in 2016 CDL "Olymp" held 10 million researches.
