The cancelation of restrictions of Kyrgyzstan on import of poultry and poultry products of Kazakhstan  

The department of economic integration of NCE RK "Atameken" informs about the removal of temporary restrictions on import of poultry and poultry products from the territory of the Republic of Kazakhstan from 27th of March 2017, as well as cancelation of restrictions on the import of livestock controlled products from a number of regions of the Russian Federation. It should be reminded that earlier Kazakhstani poultry industry entrepreneurs faced problems of access to the Kyrgyz market due to the fact that in November 2016, referring to information from unofficial sources about the outbreak of avian influenza in Kazakhstan, by the Resolution of the State Inspectorate for Veterinary and Phyto-sanitary Security under the Government of the Kyrgyz Republic dated by 26th of October 2016 No. 16, a ban on import of Kazakhstan poultry products was introduced. The restrictions imposed by the Kyrgyz side caused substantial material damage to the Kazakhstan poultry business. So, for the period that has elapsed since the introduction of the limitation, losses accounted for about a third of the total volume of export of food eggs, that is, about 45-50 million pieces or 1.5-2 billion tenge. The Department of Economic Integration, in turn, sent a written request to the Ministry of Agriculture of the Republic of Kazakhstan about the difficulties encountered by domestic entrepreneurs and the need for an early settlement of the current situation, which negatively affects not only the domestic poultry industry, but also the general commodity turnover with Kyrgyzstan. In addition, this issue was voiced by Dana Zhunusova, a member of the Board of NCE RK Atameken, during a roundtable on 16th of February 2017 on the topic "Participation of the business community in identifying obstacles in the internal market of the EAEU" with the participation of a member of the Collegium, the Minister for Internal Markets , Informatization, Information and Communication Technologies of the Eurasian Economic Commission Karine Minosyan. The Ministry of Agriculture of Kazakhstan made a significant contribution to the solution of this situation. A number of written appeals addressed to the authorized state body in the field of veterinary safety of the Kyrgyz Republic with justified requirements for the removal of restrictions, as well as negotiations were held repeatedly between the leadership of the veterinary bodies of the parties. As a result of the joint work carried out by the Ministry and the Department of Economic Integration of NCE, restrictions on the importation of Kazakh poultry meat and poultry products from the Kyrgyz side were abolished on 27th of March 2017 by the relevant Resolution of the State Inspectorate for Veterinary and Phyto-sanitary Security under the Government of the Kyrgyz Republic, which was reported in Official written notification of the authorized body of the Kyrgyz Republic, received by the Ministry of Agriculture of the Republic of Kazakhstan. Currently, the conditions for the movement of Kazakhstan's products of the poultry industry have been restored and are being implemented in a regular mode, in accordance with veterinary safety standards of the EAEU. In addition, the Department of Economic Integration previously informed domestic importers and carriers of agricultural products that on 20th of October 2016, in the official notification of the International Epizootic Bureau, a report was published on the case of foot and mouthdisease registration on the territory of Vyshmanovo village of the Vladimir region of the Russian Federation (serotype Asia- 1). In this connection, the Ministry of Agriculture of the Republic of Kazakhstan on 25th of October has imposed restrictions on importing susceptible animal, animal products, feed and feed additives for animals of animal and vegetable origin to the Republic of Kazakhstan from the territory of the regions of the Russian Federation.

Currently, according to the Ministry of Agriculture of the Republic of Kazakhstan, due to the recognition by the International Epizootic Bureau of the "Decision on establishing the status of the regions of the Russian Federation for infectious animal diseases and the conditions for the movement of goods under the control of state supervision" approved by Acting President. Head of the Federal Service for Veterinary and Phyto-sanitary Supervision Nikolay Vlasov, since March 18, 2017, all restrictions on foot and mouth disease regarding farm animals and livestock products have been canceled in relation to most of the subjects of the Russian Federation. The official written notification of the Kazakh authorized body to remove restrictions on the importation of the above-mentioned animals and products from the territory of the Russian Federation, with the exception of the immediate outbreak of foot-and-mouth disease detection - was to Vladimir region via Rosselkhoznadzor by letter 15-1-14554-I dated by 18th of March 2017. For reference: the restrictions were removed from the following constituent entities of the Russian Federation: Bashkortostan, Karelia, Komi, the Republic of Mari El, Mordovia, Sakha (Yakutia), North Ossetia-Alania, Tatarstan, the Udmurt Republic, the Republic of Khakassia, the Chuvash Republic, the Autonomous Republic of Crimea, Kamchatka, Krasnoyarsk Region, Perm Region, Arkhangelsk Region, Belgorod Region, Bryansk Region, Vologda Region, Voronezh Region, Ivanovo Region, Irkutsk Region, Kaliningrad Region, Kaluga Region, Kemerovo Region, Kirov Region, Kursk Region, the Leningrad Region, the Lipetsk Region, the Magadan Region, the Moscow Region, the Murmansk Region, the Nizhny Novgorod Region, the Novgorod Region, the Orel Region, the Penza Region, the Pskov Region, the Ryazan Region, the Sakhalin Region, the Sverdlovsk Region, the Smolensk Region, the Tambov Region Tomsk Region, Tula Region, Ulyanovsk Region, Yaroslavl Region, Nenets Autonomous District, Khanty-Mansiysky Autonomous District, Chukotsky Autonomous District, Yamalo-Nenets Autonomous District. At the same time, the remaining restrictions on import of controlled goods from the Vladimir region of the Russian Federation to the Republic of Kazakhstan and transit through it do not apply to: - milk and dairy products that have been heat-treated in accordance with the requirements of the OIE (sterilization at 132 ° C for at least 1 second (Ultra pasteurization) or short pasteurization at a temperature of 72 ° C for at least 15 seconds), when presenting confirming documents on the treatment regime; - meat products that have been heat-treated in accordance with the requirements of the OIE (heat treatment at a temperature of at least 70 ° C for at least 30 minutes, which ensures the destruction of foot and mouth disease virus) when presenting supporting documents on the treatment regime; - products of poultry farming, beekeeping; - cysts of Artemy Salina, gammarus; - feeds from raw materials obtained from animals that are not susceptible to foot and mouth disease, feed for unproductive animals that have been heat treated in accordance with the requirements of the OIE (heat treatment at 70 ° C for at least 30 minutes) when presenting supporting documents on the treatment regime.
