Daniyar Abulgazin The solution of problematic issues in the fuel and lubricants market will allow to save small business
Problems of the fuel market were discussed at the 21st meeting of the Committee of the Oil and Gas Industry of the Presidium of NCE RK "Atameken". On 20th of April 2017 was held the 21st meeting of the Committee of the Oil and Gas Industry of the Presidium of the National Chamber of Entrepreneurs of the Republic of Kazakhstan under the chairmanship of the member of the Presidium of NCE RK "Atameken" Daniyar Abulgazin. Chairman of the Board of JSC "NC" KazMunaiGas" Soyat Mynbayev, Deputy Chairman of the Management Board of NCE Atameken Eldos Ramazanov, General Director of the Association "KAZENERGY” Bolat Akchulakov took part in the meeting.
The agenda of the meeting included issues of reforming the taxation system for subsoil users in the framework of developing a new Tax Code of the Republic of Kazakhstan, as well as issues related to the distribution of petroleum products and liquefied gas in the domestic market of Kazakhstan, equipping production facilities for the production of petroleum products with metering devices.
The chairman of the board of the Kazakhstani Fuel Association Bolat Aueetayev informed that small filling station chains can’t receive the necessary volumes of fuel in the fuel market after the distribution of petroleum products by the Ministry of Fuel and Energy of the Republic of Kazakhstan. In Kazakhstan, about 2,000 filling stations are small retail sellers, who own 1 to 10 filling stations. As a solution to the situation, franchising was offered, which is provided by large market players.
Regarding the installation of accounting control devices (ACD) at oil depots and gas stations, it was decided that in view of the fact that the entire financial burden on the installation of ACD was placed on the owners of the facilities, further elaboration of this issue is required, and appropriate recommendations were given. The meeting also focused on the distribution of "social" liquefied petroleum gas in some regions of Kazakhstan, which companies receive at a price regulated by the state. The financial director of LLP "Kokshetau TransGas" Batyr Ashirov spoke on this issue.
As a result of the discussion, it was noted on this issue that the Ministry of Energy of the Republic of Kazakhstan, with the participation of market entities, is working on preparing and amending the RLAs, as well as developing effective monitoring and control mechanisms on the CIS deficit in the Kazakhstani market. The Association "KAZENERGY" together with the Ministry of Energy and other interested parties worked out proposals on introducing amendments to the new Tax Code. In addition, a report on the work and plans for 2017 of the Association "KAZENERGY" was presented during the meeting.
At the end of the meeting, the Chairman of the meeting Daniyar Abulgazin made recommendations on the further work of the member companies of the Committee and approved the submitted Work Plan for 2017 of the Committee of the Oil and Gas Industry of NCE RK "Atameken".
