Yuliya Yakupbaeva became a member of the Public Council of the Ministry of Health of the Republic of Kazakhstan
A Public Council was created under the Ministry of Health of the Republic of Kazakhstan
The Public Council of the Ministry of Health of the Republic of Kazakhstan (Public Council of the Ministry) consists from representatives of the Ministry and representatives of non-profit organizations.
The unanimous decision of the members of the working group on the formation of the Public Council Yakupbaeva Yuliya Konstantinovna was elected as a member of the Public Council of the Ministry. Its composition also includes the Minister of Health of the Republic of Kazakhstan Birtanov E.A., the Executive Secretary of the Ministry of Health of the Republic of Kazakhstan (MH RK), the Director of the Strategic Development and Public Health Departments and organization of medical assistance of the Ministry of Health of RK, presidents and directors of the Associations and public associations and Funds.
Members of the Public Council of the Ministry will take part in the discussion and examination of the MoH budget programs, projects, strategic plan, the MoH, projects of state and government programs, legal acts concerning the rights, freedoms and responsibilities of health of citizens projects, the development and introduction of the state bodies’ proposals on improvement of legislation of the Republic of Kazakhstan, as well as the consideration of appeals of individuals and legal entities on improving state management and organization of transparent operation of the state apparatus, including respect for professional ethics.
Yulia Yakupbaeva’s membership in the Public Council of the Ministry will help to increase the efficiency of developing the entrepreneurs’ stance in making strategic decisions on the problematic issues of the health sector of the Republic of Kazakhstan.

Yuliya Konstantinovna Yakupbaeva, was born in 1977 in the city of Almaty. She graduated from the Kazakh State Academy of Management (Almaty, Kazakhstan) (1998), majoring in Finance and Credit. She has worked more than 19 years in the financial sector of Kazakhstan, starting with the leading specialist of the Financial Supervision Department of the National Bank of the Republic of Kazakhstan (1998-2002). Then she worked as a financial expert, Director of the Securities Market and Pension Sector at the Association of Financiers of Kazakhstan (2002-2007); Managing Director of the Association of Financiers of Kazakhstan (2007-2011); Deputy Chairman of the Board of the Association of Financiers of Kazakhstan (2011-2012); Managing Director - Member of the Board of NEPC "Union" Atameken "; Adviser to the Chairman of the Presidium of the National Chamber of Entrepreneurs of the Republic of Kazakhstan (2013-2014); Supervised issues of the financial sector, taxation, tariff setting and competition (2012-2013);
Currently - Deputy Chairman of the Board of the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" (from 11.2014).
She also served as an independent director-member of the Board of Directors of several companies, including JSC Kazkommerts Securities, JSC Kazakhstan Deposit Guarantee Fund; was a member of the Board of the Committee for Regulation of Natural Monopolies and Protection of Competition of the Ministry of National Economy of the Republic of Kazakhstan (since 12.2016); Member of the public council of the SAPF (from 02.2017).
She was awarded a jubilee medal on the 20th anniversary of the Independence of the Republic of Kazakhstan, a public order of the Association of Financiers of Kazakhstan "Honored financier", a medal of the NEPC "Union Atameken" "For fidelity to the case" of II degree, a jubilee medal "25 years of Independence of the Republic of Kazakhstan" (12.2016).
