How to deduce tariffs from the "shadow"

The issues of introducing incentive tariff methods were discussed at NCE

On the site of NCE RK "Atameken" was held a meeting of the Tariff Council, the agenda was the introduction of incentive tariff-setting methods.

Deputy Chairman of the Board of NCE RK "Atameken" Eldos Ramazanov, opening the meeting, gave a number of proposals on strengthening the work of the Council.

"The last meeting of the Council took place six months ago. At the same time, there is a whole layer of important issues concerning tariffs for electricity, gas and heat supply, tariffs for transportation services, etc. Therefore, in order to activate the activities of the Council, there is a proposal to expand its membership, since representatives of manufacturing industry, the Union of machine builders, the agro-industrial complex, the chemical industry, the light industry and other consumers of services of subjects of natural monopolies are not involved in the work. Work in this direction is already underway. Also, I suggest creating sub-Councils or working groups for more constructive work. I think everyone will support, we will involve all, including the regions", - said Eldos Ramazanov.

It should be noted that the Committee for Regulation of Natural Monopolies, Protection of Competition and Consumer Rights of MNE RK has developed a draft of a new law on natural monopolies.

Chairman of the Presidium of NCE Timur Kulibayev keeps this work on tariffs under special control and repeatedly raised these issues during his working trips to the regions, stressed Yeldos Ramazanov.

As for the draft law itself, its main goal is to create a legal basis for the phased introduction of new methods of tariff formation in place of the current cost one.

"The current law on natural monopolies and regulated markets, adopted in 1998, fixes the cost method and does not allow the possibility of applying new methods of tariff formation. Since the adoption of the law, more than 200 amendments have been made to it by 15 laws, the regulatory procedures are fixed by 79 by-laws", - the Deputy Chairman of the Board noted.

In turn, Akhmetov Rustam, Deputy Chairman of KREMZK and PP of MNE RK, added that the draft law is aimed at introducing new tools and increasing the transparency of tariff setting.

"For the first time, we are laying down an electronic format in the bill. In it, all calculations on tariffs for consumers will be presented", - Rustam Akhmetov added.

EBRD consultants held a presentation during the meeting explaining the proposed regulatory mechanism, which includes the following elements: long-term regulation period, determination of income and return on invested capital, determination of quality and efficiency indicators of operating expenses, etc.

"The advantages are the stability of economic planning through long-term, ensuring the relationship between price and quality, investment attractiveness and the possibility of using savings", - the EBRD consultant Anatoly Avksentev said.

However, the members of the Council expressed their concerns about the possible growth of tariffs and the complexity of its adaptation to different sectors.

In turn, the public figure Petr Svoik supported the need for reform and gave his proposals.

"This methodology, in all likelihood, is really effective. Just need to understand what he will give us and what is missing, what to add. (...) What is the main problem now? It assumes that consumers have reached the limit of their solvency, especially small and medium business. Enterprises (subjects of natural monopolies) really need investments, and very serious ones.

I think that the National Council should take on a great job. "Atameken" has a qualitative qualified technical expertise. The auditor should report this situation, the monopolist must report on his part, the representatives of consumers in turn, also, by measuring all this information, NCE will make an arbitration decision", - Peter Svoik said.

Chairman of the Kazakhstani Electricity Association Shaimerden Urazalinov asked the EBRD consultants to give figures, the expected tariff increases when implementing the incentive method. In turn, the developers pledged to provide this data.

Summing up the meeting, Eldos Ramazanov noted that "Atameken" is waiting for constructive proposals from representatives of the business community to work out a consolidated opinion and submit it to the KREMZK and PP of MNE RK.
