The issues of customs regulation were considered at "Atameken"
Participants of the round table presented models for the implementation of customs clearance zones
On the site of the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" a round table was held on improving the customs administration, issues in the field of customs regulation were considered.
JSC "KTZ Express" in accordance with the memorandum of cooperation with the National Chamber is working on the implementation of projects for the construction of TLC in the regions.
During the round table of JSC "KTZ Express", models for the implementation of customs clearance zones (CCZ) on the basis of TLC and private sector projects were presented.
Currently, the project for the construction of CCZ in Astana for 120 places has been successfully implemented, it is planned to complete the construction of CCZ in Shymkent for 120 places by the end of this year, and in cooperation with CRC of the Ministry of Finance of the Republic of Kazakhstan, the construction of CCZ in Aktobe is being worked out. In addition, an agreement was reached with SRC of MF RK on the construction of CCZ in Pavlodar based on the terminal network of JSC Kedentransservice
In accordance with the decree of the Prime Minister of the Republic of Kazakhstan No. 32 dated by April 30, 2017, the Action Plan on Simplification of Customs Administration was approved. This Plan is aimed at reducing the costs of business in the implementation of customs clearance, as well as establishing transparency of the customs clearance process. One of the main activities of this Plan is the construction of customs clearance zones.
At present, JSC "KTZ Express" has developed a draft Roadmap for the development of the network of transport and logistics centers in Kazakhstan on the principles of public-private partnership in the areas of customs clearance, which was submitted to the Government of the Republic of Kazakhstan for its approval by the First Deputy Prime Minister of Kazakhstan A. Mamin.
After the approval of the draft road map, the National Chamber plans to conduct work to inform entrepreneurs about specific facilities, investment amounts and construction dates at the presentation meetings with all regional chambers in the VC mode, as well as placing this information in the Business Development Map.
On 11th of April this year ended the stage of signing the Agreement on the Customs Code of the Eurasian Economic Union. The countries of the EAEU are proceeding to internal procedures prior to the ratification of the document. The new Customs Code of the EAEU will come into force after the Eurasian Economic Commission receives notifications of ratification of the Treaty from all five participating countries.
The Customs Code of the EAEU will replace the existing Customs Code of the Customs Union and a number of international agreements on customs regulation, which were concluded during the formation of the legal basis for the early stages of economic integration - the Customs Union and the Common Economic Space.
The Customs Code of the EAEU is the only project whose development from the first step to the last was conducted with the direct participation of business circles of all countries. The most active developers of the Code were the business of Kazakhstan and Russia.
