Atameken Launches Pilot Project in Industrial Certification
All interested persons can take part in this pilot project. The National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" conducts systematic work on the development of new tools to support domestic producers. One of the key issues voiced by the Head of State in the Address to the People of Kazakhstan on January 31, 2017 is the creation of a new model of economic growth that will ensure the country's global competitiveness. Due to the improvement of tools for supporting entrepreneurship, it is possible to correctly implement the policy of economic growth and business conduct. For the appropriate implementation of support measures, it is necessary to have a clear idea of the level of industrial development of enterprises. However, today in Kazakhstan there is no objective tool for determining the level of production development and a document confirming the availability of technical, technological and resource opportunities for enterprises to produce goods, provide work and services. It is necessary to introduce the best practices of developed countries. Guided by the best international practices to support the domestic market, such as Turkey, the Russian Federation, the Republic of Belarus, NCE was suggested to introduce the Institute of Industrial Certificate, which can solve the urgent problem of identifying bona fide producers who need support and encouragement. Discussions on the need to introduce a tool to support domestic producers are conducted over the past 1.5 years with the participation of the business community, industry associations and government agencies. In this matter, business expresses readiness for the practical implementation of the mechanisms of the Industrial Certificate. This support institute was presented in the Government as an effective tool for achieving the goal of enhancing the competitiveness of domestic producers. The initiative of NCE was supported by the Government and work is under way to legislate the Industrial Certificate. As it was noted by Dana Zhunusova, member of the Board of NCE: "The industrial certificate will allow us to build a reliable Register of domestic commodity producers with a gradation in terms of technological development of enterprises with a range of products. As a result, we will be able to organize the right industrial policy and provide additional opportunities for producers. And most importantly - this tool will help us to identify the real potential and production capacity of Kazakhstan enterprises, and will also be used to identify domestic producers. " The industrial certificate is a voluntary document and will be ranked in three levels depending on the technological equipment of the enterprise, which is determined by the depth of processing of products, manufacturability and innovations. "The industrial certificate is a new tool that has no analogue in Kazakhstan. Such a significant comprehensive document requires a clearly engineered mechanism for its implementation. To this end, NCE launches a pilot project to test the procedures of Industrial Certification in 3 industries: engineering, light and furniture industries", - said Dana Zhunusova. The pilot's goal is to assess the effectiveness of the project, approbation of its mechanisms and identification of possible risks in the conduct of industrial expertise. The entire process of testing procedures related to the pilot project in Industrial Certification for enterprises will be provided free of charge. Moreover, the costs of candidates for expert auditors related to living in Astana and moving to production sites for the examination will also be reimbursed at the expense of NCE. In the pilot project, Industrial Expertise will be conducted by expert auditors, trained and certified by sector-specific trainers (knowledgeable in manufacturing technology) based at NCE.
Candidates may be represented by industry associations and other organizations that are not members of associations that are interested in participating in this project as an expert auditor. Candidates for expert auditors are subject to the following requirements: higher education in the declared or related fields of knowledge; experience of work not less than three years in the declared direction; the availability of knowledge in technological, financial, legislative and regulatory documents that regulate a particular industry. The pilot project is roughly designed for 2 months. In the future, it is planned to conduct all operations for the examination and registration of the Industrial Certificate in the electronic information system.
