The Government approved the approaches to processing of agricultural products
The issue of measures to promote the processing of agricultural products and the launch of the Agro-processing Map were approved
At the meeting of the Government, under the chairmanship of the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the issue of measures for the development of processing of agricultural products and the launch of the Agro-processing were considered. Deputy Prime Minister and Minister of Agriculture of the Republic of Kazakhstan Askar Myrzakhmetov reported on the developed project of the map on placement of agro-processing enterprises in the regions within which the tasks of maximum loading of the existing capacities of processing enterprises, modernization and construction of new processing enterprises will be solved. The development of agro-processing will ensure the achievement of a given average annual growth rate of gross output and will ensure the growth of labor productivity in the agro-industrial complex, to the level of 2016 by 18.6% and the reduction of imports from 32% to 25%. The implementation of the map will allow to increase the gross production of processed products from 1.9 to 3 trillion tenge and create 7 thousand jobs. In turn, Deputy Chairman of NCE RK "Atameken", chairman of the Council of the Association of Financiers of Kazakhstan Yuliya Yakupbaeva noted that this direction will create new jobs, additional financial flows for entrepreneurs and the budget in the form of tax revenues, which contributes to the development of related industries. Atameken was actively involved in the preparation of the approaches of the Ministry of Agriculture, including the development of the map for processing of agricultural products. "In general, we support the proposed initiatives. At the same time, we would like to draw attention to a number of technical issues that will be important in the preparation of the text of the program. For example, discuss the possibility of participating in a loan program aimed at the goals associated with processing. Let's say that a borrower engaged in fruit processing can receive financing for the construction of a warehouse for storage of finished goods / raw materials or vehicles for transporting products", - Yuliya Yakupbaeva suggested. It was also suggested, by analogy with the Roadmap of business, to establish a minimum period of subsidies for the initial application of the borrower - up to three years, with the possibility of further prolongation of the term of subsidization until the end of the loan term. At the meeting Vice-President of Union of Food Enterprises of the Republic of Kazakhstan Aizhan Nauryzgaliyeva, Akim of Karaganda and Almaty regions Yerlan Koshanov and Amandyk Batalov also spoke. Summing up the consideration of this issue, the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev instructed Askar Myrzakhmetov to finalize the draft Agro-processing Map taking into account the proposals of NCE RK Atameken, public organizations and food industry associations.
