Issues of digitalization of mandatory social health insurance were discussed at "Atameken"

On 27th of July at the site of NCE RK "Atameken" was held a round table on the topic: "Digitalization of the healthcare system". The participants of the event were Vice Minister of Health of the Republic of Kazakhstan Aleksey Tsoy, Deputy Chairman of the Board of NCE RK "Atameken" Yuliya Yakupbaeva, as well as representatives of Associations and business communities. The meeting raised topical issues of digitalization of the healthcare system in terms of the importance of implementing an electronic passport and monitoring the contributions made and contributions to the fund of MSHI, as well as servicing of the population in the rural areas.

"Currently, there are 22 information systems that are functioning in the online mode throughout the country. They are designed to collect statistical information and provide funding for the health sector. Jointly with UNICEF, the mobile application "Health Nurse and Care for Young Children", designed for the nursing of mother and child, is being developed. The implemented system will provide a full range of quality visiting services at home. The launch of the mobile application is scheduled for November 2017", - said Alexei Tsoy.

Also, the vice-minister of healthcare stressed that from January 1, 2019 medical organizations will switch to a paperless format of document management, in the form of electronic outpatient cards, case histories and electronic prescriptions. By 2020, it is planned to cover the entire population with electronic health passports, which will contain full information about the patient's health status.

Earlier NCE RK "Atameken", heads of medical and financial organizations supported the Order of the President of the Republic of Kazakhstan on the need to introduce mandatory social medical insurance in the country. Transition to insurance medicine is an important moment not only for the state, but also for the business community.

"Now it is important to speed up the implementation of the patient's electronic passport. The electronic passport should contain not only basic information about human health (blood group, drug intolerance, dispensary records, etc.), but also all information about the received treatment, medical history and health status. Such a passport will play a key role in MSHI information system, as it will become a kind of control element. Until 1st of January 2018, it is necessary to put into operation a multifunctional information system. At the same time, there are problems in equipping computer equipment with medical organizations and lack of access to the Internet from half of the outpatient clinics, especially in the countryside", - Yuliya Yakupbaeva suggested.

It should be noted that the akimats of the regions and cities of Astana and Almaty are actively working on the introduction of medical information systems. According to the results of the first half of 2017, computer equipment of healthcare organizations was 74% average in the country.

Also, a large number of accompanying issues were discussed at the meeting.

It is worth noting that since 2015, NCE RK "Atameken" in conjunction with the Ministry of Health of the Republic of Kazakhstan carried out extensive work on the implementation of MSHI system. Supporting the implementation of MHSI, Atameken emphasizes the possible risks and proposes to resolve them before implementing MHSI in the country: it is an effective information system and improving the quality of the provided medical services.

As a result of the meeting, an agreement was reached on the inclusion of NCE in the working group on e-health and further close interaction on the implementation of the information system.
