On 8th of August, at the meeting of the Government of the Republic of Kazakhstan under the chairmanship of the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the Chairman of the Board of NCE RK "Atameken" Ablay Myrzakhmetov announced proposals for the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 - "Realization of Short-Term Vocational Training".
Ablay Myrzakhmetov noted in his report that given the large number of students for 2017: 70 thousand people - short-term training; 21 thousand people - free technical and vocational education (VET), there is a possibility of difficulties with the employment of graduates.
"We offer people who have completed short-term vocational training to be given the opportunity to receive microcredits, leasing, use a guarantee system for the purchase of tools and equipment", - suggested the Chairman of the Board.
In addition, it is worth noting the lack of uniform standards of teaching the basics of entrepreneurship. Atameken proposes to target the entrepreneurship module on the most essential for the unemployed people, for self-marketing.
"It is extremely important to teach people how to sell their services as an employee or an entrepreneur. Professional skills in the combination with the possibility of obtaining funding for tools and skills of self-marketing will allow a citizen not to look for work, but to find orders for themselves and receive income", - Ablay Myrzakhmetov said.
The speaker gave the example of the housewife Gaini Akhmetova, a participant of the Bastau Business project in the Bulandinsky district of the Akmola region. Gaini was able to develop her idea of producing car covers with a national handmade color, actively using the tool of advertising through social networks, and started selling her products.
"Atameken" is preparing a package of changes to the Program, previously agreed with the Ministry of Labor and Social Protection of the people of the Republic of Kazakhstan, where all the sounded elements will be reflected", - summed up Ablay Myrzakhmetov.

The National Chamber of Entrepreneurs "Atameken" carries out consistent work on opening, integration of functioning, newly opening training centers in associations, clusters, consortia in order to establish systematic continuous professional education in the RK.
95 training centers have been created in 16 regions of the Republic of Kazakhstan, including 5 branch training clusters. 56 training centers were opened with the participation of the Regional Chambers of Entrepreneurs, cooperation agreements were concluded with the 36 training (resource) centers.

The Ministry of Labor and Social Protection of the people of Kazakhstan approved Atameken’s initiative to open training centers for short-term training at production enterprises.
As a result, 46 training centers were identified as potential participants in the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021.
At the moment, the Register includes 42 training centers (TCs) at enterprises that have announced their participation in the Program.
Only in the Kyzylorda region 1 TC started training, 5 TC – are expecting funding. The training centers of Astana (3), Zhambyl region (2) are waiting for funding for training. The remaining TCs are in standby mode (in accordance with the Algorithm) for consideration and approval by the regional commission under the akimats.
