The issue of equal access to the seaports of the Russian Federation was discussed at the meeting of the Intergovernmental Council
On 14th of August this year took place the meeting of the Eurasian Intergovernmental Council (EIGC) in Astana.
The issues of the digital agenda, the mechanism of traceability, pensions, as well as the negotiation of an interim agreement leading to the formation of a free trade zone between the EAEU and Iran were considered within the framework of EIGC.
In addition, at the initiative of NCE RK "Atameken" with the support of the Government of the Republic of Kazakhstan, the issue of access to the seaports of the Russian Federation was submitted to the Heads of Governments for consideration, which resulted in the adoption of the Order on Accelerating the Adoption of the Draft Resolution of the Government of the Russian Federation "On Approval of the Rules for Non-Discriminatory Access to Services of Subjects of Natural Monopolies".
It should be reminded that earlier NCE RK "Atameken" jointly with the state bodies of the Republic of Kazakhstan repeatedly raised the issue of the need to ensure non-discriminatory access to the services of seaports of the Russian Federation at various sites.
According to the Agreement on the EAEU, equal access to the services of natural monopolies of the member states of EAEU is provided for in accordance with national legislation. In turn, the adoption of the draft rules for non-discriminatory access of the Russian Federation is delayed, and domestic shippers suffer losses in the absence of full-fledged opportunity to use the export potential.
At the same time, within the framework of the Order of the Heads of Governments, there were given the instructions to consider the possibility of concluding an Intergovernmental Agreement on the volumes of transportation and transshipment of Kazakhstani cargoes to Russian ports.
Taking into account the geographic location of Kazakhstan, as well as the lack of access to the open sea, the possibility of equal use of the capacity of the seaports of the Russian Federation located in the Far East is of great importance for entering the markets of third countries.
In addition, in order to create favorable conditions for increasing the competitiveness of enterprises of the EAEU member states, a unified tariff was set in the direction of the seaports of the Russian Federation for the carriage of goods of Member States by rail transport through the territories of the member countries of the Union.
The only unresolved issue remains unimpeded and equal access to the services of the sea ports of Russia.
In this regard, the adoption of the instruction of the Prime Ministers of the EAEU member states at today's meeting of the Intergovernmental Council on the acceleration of the signing of the draft Rules of the Russian Federation should become the starting point in building partnership and equal relations within the framework of the Eurasian Union.
For business of Kazakhstan, in the context of the need to increase export potential and open access to new sales markets, the order signed by the Heads of Governments is an extremely important and strategic document.
