Boris Titov: Kazakhstan's experience is important to us

In the course of the First Forum of Business Ombudsmen of Russia and Kazakhstan, Boris Titov, the Commissioner for the Protection of the Rights of Entrepreneurs of the Russian Federation, spoke about the activities of the Institute of Commissioners for the Protection of the Rights of Entrepreneurs in the Russian Federation and about cooperation with Kazakhstan.

"The objectives of the Institute is to work with appeals from Russian and foreign business entities on the territory of the Russian Federation and Russian business entities on the territories of foreign states, to promote the development of public institutions focused on protection of the rights and legitimate interests of business entities, monitoring compliance with their rights by federal bodies executive authorities, executive authorities of the subjects of the Russian Federation, local governance, interaction with the business community and participation in the formation and implementation of state policy in the field of business development, improvement of the business climate", - Boris Titov said.

Also, the Commissioner for the Protection of the Rights of Entrepreneurs of Russia added about the agreement signed in the framework of the Forum with the Commissioner for the Protection of the Rights of Entrepreneurs of the Republic of Kazakhstan. He noted that the memorandum signed in 2016 was the first acquaintance, the institutes studied each other and decided in what directions to work.

"For the Russian Federation, Kazakhstan's experience in regulating business is the most important, since it is implemented in a close legal system. We highly appreciate the initiative to reduce control and supervision functions. We want to take your experience, share ours", - Boris Titov added.

He also stressed that the agreement is a statement of what is already there.

"We absorb Kazakhstan's experience in reducing criminal pressure on businesses to reduce the number of inspections and so on. We listened to the work of the Agency for Civil Service and Anti-Corruption, there is something to take into account and take note of", - the Commissioner for the Protection of the Rights of Entrepreneurs of the Russian Federation explained.

Boris Titov added that the problems exist not only in the area of criminal prosecution, but also in judicial system, as it is not fully transparent and effective.

"We are here propose to unite the efforts of the National Chamber, the Institute, to return to the idea of creating a Eurasian arbitration. Court, which would provide a non-biased professional solution to the problems of disputes between entrepreneurs. It will help in the issue of disputes between businessmen who work across the border, but also those who operate within the same country over national jurisdictions", - the speaker concluded.
