Transport workers of Kazakhstan have lots of questions, that have reached the "boiling point"

On 13th of September was held 16th extended meeting of the Committee for Logistics and Transportation of the Presidium of NCE RK "Atameken". The meeting was chaired by Mr. Kanat Alpysbayev, Chairman of the Committee, President of JSC "NC" Kazakhstan Temir Zholy", with participation of Eldos Ramazanov, Deputy Chairman of the Management Board of NCE RK "Atameken", Roman Sklyar, Deputy Minister for Investments and Development of RK, members of the Committee, representatives of industry associations, business community and government agencies.

Rustan Zhenalinov, the Managing Director of the Department of Logistics and Transportation of NCE RK "Atameken", spoke about the work done by the National Chamber for the protection of the rights and interests of industry associations and business entities, and the examination of RLAs.

Ilya Segal, chairman of the subcommittee for rail transport, voiced a number of problematic issues, such as the absence of a public model agreement between forwarding companies and the railway carrier, as well as the introduction of changes in the national Customs Code of the Republic of Kazakhstan in terms of cost recovery.

"In order to speed up the resolution of the issue on public contracts, taking into account the novelty and complexity of developing a consolidated solution of railroad consumers, we believe it is necessary to create a temporary working group of specialists and government agencies to begin discussing the principal terms and requirements of the treaty at the site of NCE. This will speed up the procedure for agreeing and approving a model agreement", - Segal said.

"One of the important issues that we raised at the beginning of the year is the approval or agreement of a public contract. It is necessary to understand at what stage we are, there is no legislative approval for its implementation. I ask you to speed up the work on it, at least to develop it and, on the basis of existing legislation, to make recommendations. Until the end of the year, this issue should be closed", - Kanat Alpysbaev added.

"The Ministry has no objections on this issue, the decision is to accelerate the work before the end of the year ", - supported the vice minister of investments and development Roman Sklyar.

Chairman of the Committee of Mining and Metallurgical Industry of the Presidium of NCE RK "Atameken" Nikolay Radostovets drew attention to the issue of the expected deficit of open wagons in the period from September to December 2017 in the amount of about 3 thousand units.

The chairman of the Subcommittee on Motor Transport Theodor Kaplan told about the competitiveness of domestic carriers.

"For the first time, the share of Kazakhstan's road haulers in the general transport services market has reached 46%, with the target set at 40%. At the same time, there are problems with the renewal of the fleet of vehicles, namely the fee for the initial registration for the car, the service life from 5 to 7 years - 2500 MCI, which led to a ban on the acquisition of high-quality machines of Western European production. This issue is dealt with by the National Chamber, the ministry has been actively involved, this fee should be excluded for international carriers. Second, it is necessary to introduce the norm of "indivisible cargo" into the legislation of RK, from the PRC to Kazakhstan, heavy loaded trucks carry goods exceeding the permissible axle loads, which leads to the destruction of roads. We can’t run normally on the Usharal-Dostyk, Aktobe-Beineu routes, there are no roads, which ultimately affects the transit potential of the country and increases the delivery time. We need to resolve the issue of the construction of the Beyneu-Shalkar highway for access to the Aktau seaport", - Theodor Kaplan said.

He added that the issue of the effectiveness of transport control over foreign carriers has been raised many times, further intensified work is required from MID RK to protect the domestic carriers market.

The Chairman of the Transport Committee of the Republic of Kazakhstan, Aset Asavbaev, answered that the Interdepartmental Commission on Drafting Activities approved the Concept of the Draft Law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Transport Issues", which stipulates the "indivisible cargo" norm. Member of the Committee for Logistics and Transportation Serik Aliguzhinov focused on the issues of unprofitable passenger transportation and the necessary state support.

"It is necessary to create a working commission on the problem of illegal carriers, and also include the indicator Development of passenger transport by subsidizing the losses of bus carriers and to include socio-economic indicators in the rating of akims of the regions, which will allow paying attention to the complicated situation in passenger transportation", - Serik Aliguzhinov said.

"This issue has been repeatedly raised by "Atameken" jointly with MID RK, in July this year at a meeting in the mode of the selector with the participation of the akimats everything was discussed. Appropriate appeals are being prepared for the Government of the Republic of Kazakhstan", - Eldos Ramazanov said.

The chairmen of the subcommittees on civil aviation also presented information. Bolat Naurzaliyev spoke on the acceleration of the introduction of the E-Freight system with further integration with customs systems, the development of small aviation of RK, the need to provide subsidies to airports with a passenger flow of up to 100,000 passengers per year; Nikolay Yudin spoke about the importance of the early signing of the Agreement on Navigation within the framework of the EAEU, the provision of state support to sea carriers, making Aktau International Sea Trade Port profitable, the activation and improvement of the activities of the maritime administration of the port, by providing a regulatory and legal framework and qualified personnel; Erkhata Iskalieva spoke on transport logistics, on the need to develop a "soft" infrastructure and integration of digital technologies in logistics.

As a result of the meeting, the members of the Committee approved the activities of the subcommittees on the results of the I-half of 2017 and noted the need for further implementation of the set tasks.
