Bakytzhan Sagintayev responded to the statement of the Prime Minister of Kyrgyzstan

Today in Tashkent at a meeting of the Council of Heads of Government of the Commonwealth of Independent States in an expanded format, Prime Minister of the Kyrgyz Republic Sapar Isakov raised a question that is not on the agenda of the meeting concerning the situation on the Kazakh-Kyrgyz border. In this regard, Prime Minister Bakytzhan Sagintayev explained the position of the Government of Kazakhstan, primeminister.kz writes.

 

"The government of Kazakhstan considers statements of the Kyrgyz side as incorrect. The position of our state on this issue is well known. It fully corresponds to the ideology of the formation of the single economic space of the countries of the Eurasian Economic Union and is aimed at minimizing economic risks and economic damage to the member countries of the Union. We call on the Government of Kyrgyzstan to confirm its obligations and ensure that the Kyrgyz Republic fulfills and implements its obligations within the framework of the Eurasian Economic Union. We openly speak on this topic and want to be heard by our Kyrgyz colleagues", - Bakytzhan Sagintayev said.

The Government of Kazakhstan expects the constructive position of the Kyrgyz side in five principal areas: First, to bring the norms of the national legislation of Kyrgyzstan in accordance with the EAEU legislation on tax administration. The second, to counteract illegal exports, including counterfeit products. Third, the Kyrgyz side must ensure permanent and effective veterinary-sanitary and phytosanitary (quarantine) control of goods for compliance with the requirements of the EAEU. Fourth, Kyrgyzstan should adopt measures to prevent and suppress violations of transport laws of the member countries of the Economic Union. Fifth, it should prevent smuggling and illegal movement of narcotics, weapons, ammunition, etc. through the Kazakh-Kyrgyz border. "Thus, we protect not only our national interests. We protect the economic interests and economic security of the EAEU space. At the Kazakh-Kyrgyz border, the order of monitoring and control is preserved, fully and strictly conforms to the norms and requirements of the EAEU legislation. We are ready for a constructive dialogue on bilateral economic cooperation, as well as cooperation in the field of border, transport, phytosanitary and veterinary control, customs and tax administration. We are ready to continue to assist Kyrgyz colleagues in adapting to the norms and legislation of the EAEU", - summed up the Prime Minister of the Republic of Kazakhstan.

For reference: At the initiative of Kazakhstan in 2016, the issue of insufficient customs administration regarding the determination of reliable customs value was repeatedly raised at the Joint Customs Board, as well as within the meetings of the Council of the EEC and the Eurasian Intergovernmental Council. In addition, a plan of joint actions was signed between the customs authorities of both countries in order to prevent the unreliable declaration of goods during the import from China to Kyrgyzstan and Kazakhstan in June this year. However, due to the failure of the Kyrgyz side to implement the planned measures, it was not implemented.
