Labeling of fur products is launched in Kazakhstan
The labeling system is designed to ensure equal competition and secure the Kazakhstani buyer against counterfeit products
NCE RK "Atameken" jointly with the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan announced the launch of the pilot project on labeling of fur products, during a briefing held at the site of the National Chamber. The event was attended by Dana Zhunusova, Deputy Chairman of the Board of NCE RK Atameken, Deputy Chairman of the State Revenue Committee Argyn Kipshakov, as well as business representatives.
As part of the preparatory work for the launch, as well as for the subsequent successful implementation of the project of labeling fur products in Kazakhstan, an information system was developed and the necessary regulatory and legal acts were adopted.
"Two years ago, within the framework of the EAEU, a corresponding agreement was signed, which became the starting point for labeling within the framework of the EAEU. All this time, extensive explanatory work was carried out with entrepreneurs, various seminars were organized jointly with SRC of MF RK. NCE RK "Atameken" initiated proposal to introduce a pilot project for labelng fur products, as the value of this group of goods is quite high and the cost of labeling will not make significant adjustments to the final price of the goods. The project provides for three alternative types of control (identification) signs (hereinafter - CIS) - adhesive, hinged and sewn. At the same time, the introduction of a labeling system is an increase in the level of protection from counterfeit and falsified goods, which has a positive effect for both the entrepreneur and the consumer", - noted Deputy Chairman of NCE RK "Atameken" Dana Zhunusova.
Representatives of the company-developer demonstrated to entrepreneurs in detail the process of labeling, including, first of all, the conclusion of contracts with the Association GS1 Kazakhstan and the receipt of the GTIN number, the subsequent appeal to the second-tier issuer (the company that introduces information about the product into the CIS), thereby realizing the personalization of CIS.
It is worth noting that an entrepreneur can exhibit fur products for sale only after putting CIS on them, including the resale of fur products from wholesalers to final sellers.
Entrepreneurs who have the remains of fur products at their disposal must label them within 90 calendar days from the date of the project launch, and importers - within 30 calendar days from the date of release of goods for free circulation.

The procedure of labeling fur products is aimed at supporting healthy competition, protecting the market from illegal products, reducing the size of the shadow economy and increasing tax revenues to the budget, and will allow the consumer to obtain detailed information about the purchased product and insure against counterfeiting.
"As part of the implementation of the pilot project on the labeling of fur products, the cost of CIS in the amount of 400 KZT / pcs (which includes the cost of the brand itself and personalization, but does not include the cost of delivery) is determined, and the system shown to you is currently tested and functions in a full-time standard mode. In addition, I would like to emphasize that during the transition period there are no penalties for the absence of marking on the products. Concerning the subsequent stages of the work, I think it is necessary to note that in accordance with the EAEU Agreement, all member states should review the results of the pilot project, identify positive and negative sides and take further actions depending on the results", - said Argyn Kipshakov, Deputy Chairman of SRC of MoF, answering questions of Kazakhstani media

The following items are subject to labelling: clothing made of mink, nutria, fox or fox, rabbit or hare, raccoon, sheepskin, as well as clothing of other types of fur classified according to commodity items TN VED 4303, imported or produced by legal entities and individual entrepreneurs. In the event that the products have only an inner lining made from natural fur, or if the fur is attached from the outside, they must also be labeled (provided that the product falls under the group of TN VED 4303).
The clothing is not labeled, where the fur performs the function of finishing (collar, lapels, cuffs, pockets), as well as gloves, mittens and hats made of natural fur. The products imported by individuals for personal use are not subject to labeling.
The algorithm of the entrepreneur's actions in the labeling of fur products consists of the following stages
1. Registration in the Association GS1 Kazakhstan;
2. Add goods to the GS1 system and get the GTIN;
3. Registration in the information system on labeling on the site http://markirovka.gov.kz/, necessary consultations on the labeling system can be obtained by calling 1414 (hereinafter - IS Labeling);
4. Signing a contract with the Issuer of Level 2
5. Application for the personalization of the CIS in the IS Labeling;
6. Obtaining personalized CIS;
7. Attachment of CIS on fur products.
