"Atameken" suggests the introduction of voluntary insurance in plant management
The initiative was voiced by the Chairman of the Board of the National Chamber Ablay Myrzakhmetov
Speaking at a meeting of the Government of the RK, he noted that the existing system of insurance in crop production has proved ineffective from the point of view of practical application.
"The procedure for obtaining insurance payment and confirmation of the insured event is so complicated that some farmers do not even apply for payment. Insurance tariffs do not take into account the actual risks of agricultural production depending on the region. In such a situation, it is easier for farmers to pay a penalty than to participate in the insurance system and receive an amount that is not commensurate with its risks", - said Ablay Myrzakhmetov.
Within the framework of the proposed draft law, it is envisaged to switch to the electronic format of insurance in plant growing and the National Chamber supports these norms. It is expected that the system will be integrated with other government agencies and organizations.
"At the same time, we interviewed more than 10,000 farmers, and most of them voted for voluntary insurance in crop production. We believe that in the medium term, within five years, it is necessary to introduce it to remove the existing problems of farmers", - said Ablay Myrzakhmetov.
Also, "Atameken" proposed not to tighten the requirements for mutual insurance societies, or provide them with a transition period, as 90% of the market conducts the insurance procedure directly through them. In general, the National Chamber supports the Draft Law of the Republic of Kazakhstan on compulsory insurance in crop production, which will improve the insurance market in agriculture.
