The 24th meeting of the Oil and Gas Industry Committee of the Presidium of the National Chamber of Entrepreneurs of Kazakhstan "Atameken" was held on January 30, 2018. 

The meeting was attended by the Chairman of the Committee of Oil and Gas Industry of the Presidium of "Atameken", adviser to the chairman of the Association of organizations of oil and gas and energy complex "Kazenergy" Daniyar Abulgazin, Deputy Chairman of the Board of "Atameken" Eldos Ramazanov, representatives of the oil and gas industry and business.

"The year 2017 was good for the oil and gas industry, two important laws were adopted (the Code on Subsoil and Subsoil Use, the Tax Code). However, many issues are still to be solved " - Daniyar Abulgazin opened the meeting.

The participants heard the report of the General Director of the "KAZENERGY" Association Aset Magauov on the execution of protocol instructions of the Committee.

In the Subsoil Code adopted in December 27, 2017, more than 65% of the comments and proposals of the industry were supported. The commercial discovery bonus was canceled in the tax code for the taxation system for subsoil users. It is allowed to assign exploration expenses to deductions at the production stage even if exploration is not successful. The right to apply an alternative subsoil use tax on super deep fields and deposits on the continental shelf of the Republic of Kazakhstan was introduced. The export sales revenue will be determined based on the actual selling price if the world oil price is below cost as well as the income from the sale of crude gas to the domestic market.

It should be recalled that from the beginning of 2018, the production and sale of petroleum products had to be carried out through metering devices with data transfer to the State Revenue Committee of the MF RK in accordance with the requirements of the law on state regulation of the production and turnover of certain types of petroleum products. These requirements could provoke a fuel shortage on the Kazakhstan market from the beginning of the year. However, the crisis was avoided, the innovations entered into force for refineries and mini-refineries from January 1, 2017, and for oil tank farms and gas stations - from January 1, 2018. The latest amendments to the legislation eliminated the requirements for the mandatory installation of metering devices for oil tank farms and for the gas stations were postponed.

"As a result, in 2017, the Committee considered 8 issues, some of them will be included in the work plan for 2018 as ongoing", - summed Asset Magauov.

Also, the general director of KAZENERGY reported on work in the field of ecology.

"Within the framework of the Message of the Head of the State "New Development Opportunities in the Conditions of the Fourth Industrial Revolution" the priority for the current year is to reform economic legislation based on the principles of the OECD. In particular, we plan to reform the system of regulation and issuance of permits, environmental payments and fines. The approach change for measuring damage from environmental pollution, as well as the regulation of greenhouse gases, "said Aset Magauov.

Ruslan Mukangaliyev, the Head of the Department for Corporate Environmental Issues of KPO, supported Aset Magauov and stressed that it is necessary to work out the issue on preventing the prohibition of burial of food waste at landfills, as this will lead to destabilization of the sustainable process of enterprises.

Reports of the members of the Committee by the participants of the meeting were taken into consideration and, following the meeting, the Committee's Work Plan for 2018 was approved.
