Transportation in Kazakhstan reaches critical level

This was announced during the session of the Transportation Subcommittee of the Logistics and Transportation Committee of “Atameken”. The issues of public bus transportation were discussed by the participants of the session.

“The first is the question of city transport operators on socially meaningful routes. Bus fleet run-out reached a critical level-more than 60%. There is no safety statement, no qualified staff, especially drivers. There is a paradox: our authorized body is the Ministry for Investments and Development but transportation has no investment attractiveness. The reason of it is the lack of effective state industry policy. State regulation in this area requires urgent reforms”- announced executive director of “the Union of Kazakhstan transport workers” Sabit Amanbayev.

As he said, the issue is important and some progress has been made.

“Aqtobe tragedy that caused social political outreach became another evidence of problems in the industry. The attention of the Government, state and local executive bodies was drawn to the issue. There is a positive tendency on reimbursement of loss by subsidizing”- said Sabit Amanbayev. 

Eldos Ramazanov underlined that it is necessary to raise the question at governmental level.

“Today complex Road Map on the development of bus transportation is created. The Ministry for Investments and Development supports the question of subsidizing. There is no support from the Ministry of the National Economy on releasing passenger transportation from the tax burden of corporate income tax and value added tax, although in the tax code of the Russian Federation such norm has already been introduced. Transport operators not only ask for subsidizing but also ready to buy domestic buses and to provide safety and quality services. I note that today only 7 regions are being particularly subsidized, although we have all legislative framework. The situation reached the point of bankruptcy of several LLPs.  It is necessary to raise this question at the governmental level”- suggested deputy Chairman of the Board. 

We need to formalize and to raise the status of worked out complex plan, said EldosRamazanov.

Teodor Kaplan, general secretary of “KazATO” said on the issue of transport control and bus fleet renewal.

“Company’s financial position depends on the work of transport control. If there is an appropriate control there will be relevant prices for the charter and also there will be money for bus fleet renewal.  We are literally chasing our tails. Initial registration tax at the rate of 2500 monthly notional units doesn’t allow us to buy Western European trucks, it needs to be decreased to 400 MNU, which will impact on the development of transportation in general”- told Teodor Kaplan.

Summing up, The Chairman of the Committee, the President of “KTZ” Kanat Alpysbayev noted that it is necessary to concretize all suggestions. 

“We need to formulate a concrete suggestions”- told Kanat Alpysbayev.

Let’s also add that Mazhilis deputy Taras Hytuov, members of the Committee, members of industry associations, business communities and state bodies took part in the session.

Also this day it was held a session of railway subcommittee of Logistics and transportation committee of “Atameken” where Kanat Alpysbayev outlined several important issues that need to be solved this year.

“In purpose of access of private railway operators to backbone railway network, it is necessary to solve the issue of cross-subsidizing of passenger railway transportation by freight operations and differentiation of tariffs on the type of cargo. The improvement of logistics services quality must be a priority just like the provision of shippers of Kazakhstan with rolling stock”- announced the goals the Chairman of the Committee.

The Chairman of the Subcommittee on railway transportation Ilya Segal presented a report of the work done by the Subcommittee and plans for this year.  As a result of the session the participants approved a Road Map for 2018.
