ABLAI MYRAKHMETOV: «BASTAU» NEEDS THE PRIORITY IN FINANCING»

"Atameken" suggests documenting the priority of financing "Bastau" projects. The allocated microcredits are not sufficient for the implementation of start-ups.  

The initiative was voiced by the Chairman of the Board of NCE RK "Atameken" Ablai Myrzakhmetov during the meeting of the Government.

"Information was disclosed that on microcrediting projects in rural areas 44 billion tenge were allocated, of which 10 billion to anchor cooperatives, 34 billion - for start-up projects. But if you look at the figures, unfortunately, only 27% of the funds go to "Bastau", - Ablai Myrzakhmetov noted.

According to the Chairman of the Board of the National Chamber, the conditions for microcrediting and the recognition of the project have become a pledge of its demand among the population. In general, at least 70% of the participants of the training defend business plans and apply for state loans.

At the beginning of July, only 74 microcredits were issued through credit partnerships. This is 7 times less than that issued through the "Fund for Financial Support of Agriculture".

"I do not think other confirmation figures are needed. Within the first tranche, 18.5 billion were allocated through "FFSA" JSC. This amount was not enough, since part of it is "reserved" for projects of "anchor cooperation", other part for the "Sybaga" program, which is aimed at entrepreneurs who have land plots of agricultural significance. It is necessary to consolidate the priority of financing "Bastau" projects at the level of internal documents," - Ablai Myrzakhmetov reported.

"Atameken" also believes that it is necessary to make decisions on the allocation of funds through MFOs or their redistribution to "FFSA" JSC, as well as depart from the practice of "reserving" funds.

"In a number of regions, we launched Microfinance Institutions along with akimats in a pilot mode. Return on funds - more than 90%. If there is support, we are ready to open MFIs in all regions, and we could provide the financial resources allocated by "ACC" without any concrements," - Ablai Myrzakhmetov noted.​​​​​​​ 

The Chairman of the Board of Atameken also announced proposals for improving the system of short-term training within the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 "Yenbek". To date, 118 training centers created by enterprises participate in the process, teaching the population new specialties. 1,089 people have already been trained, 372 of them are employed.

"At the same time, determining the costs of training by training centers is not codified in any regulatory legal acts. Expenses for certain specialties, for example, in the mining industry, construction, oil and gas sector, require an increase in the amount of funding for training, workwear, protective equipment. The actual costs of the centers at enterprises exceed the established cost of training under the Program by at least 3 times. Qualitative training requires adequate costs, which will subsequently increase the percentage of employment. We suggest that the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan together with the MoES develop a common methodology for determining the costs. In addition, "employment" should be the key indicator in the Program. We propose to distribute the program participants for training centers that have high rates of employment," - Ablai Myrzakhmetov added.​​​​​​​

"Atameken" also proposes to implement mechanisms for monitoring and supporting persons who have been trained, from the moment of beginning to the final employment (CRM system). Such monitoring should be harmonized with the SCPP base, tax authorities and justice. At the same time, for the purpose of accompanying students prior to employment, it is necessary to create a call-center for advisory assistance.
