The issues of land availability for SMEs, the construction of wholesale distribution centers and the introduction of long-term contracts were discussed in the Almaty region.

The region was visited by the Chairman of the Board of the National Chamber of Entrepreneurs "Atameken" Ablai Myrzakhmetov and Majilis deputy Nurtai Sabilyanov - members of the Republican Public Council during a working visit to monitor the implementation of the Five Social Initiatives of the President of the Republic of Kazakhstan.

Within the framework of the visit, a meeting with entrepreneurs took place at the Regional Chamber.

One of the main issues that was voiced at the meeting was providing access to information about land plots. According to the Chairman of the Board of the NCE, the Almaty region began work on the creation of a geo-information database of urban development projects after the Kyzylorda Oblast and the cities of Astana and Almaty. It includes materials of the current master plan and detailed building plans.

"It is extremely important that the akimat allocates funds for creating online access to the master plan, a detailed building plan, information on free plots. For example, a Bastau graduate who has 5-6 cows wants to expand production and buy 10-15 cows. He needs a pasture. He begins to look for a plot and is faced with the fact that there are no plots of land or information is not available. The businessman should not look for. All information must be online. This platform needs to be created through the Regional Chambers so that entrepreneurs do not knock on every door and receive services in one place," - Ablai Myrzakhmetov said.

The Chairman of the Board of the National Council spoke about the work planned and done to ensure access to financial resources, improvement of public procurement, support of domestic producers, training programms.

"Access to trade networks is another important issue raised by farmers in the regions. Today, the agricultural production cooperatives are creating a system of wholesale distribution centers (WDCs) in the localities, where farmers can deliver their products. Because of the lack of such centers, they lose up to 30% of the output. Farmers should not deal with the issue of market access. They must take the products to the vault and get the money. Currently, the WDC system continues to work with the Ministry of Agriculture," - Ablai Myrzakhmetov said.

During the meeting, the Chairman of the Regional Council of the Chamber of Entrepreneurs of the Almaty region, Rimma Salykova raised the issue of the need to introduce long-term contracts for business.

"We have a factory for the production of road building materials. We are on the market for 10 years. Tenders take place in December, at best in January or February, and the customer requires products in March. But for such a time, I need to sign an agreement, purchase raw materials, prepare products and plant it all over Kazakhstan. This is unrealistic in the current conditions. Therefore, it is very important that long-term contracts are given to the business. Then the business will be able to plan work. This is not only my problem, the question is systemic. The situation is similar in school canteens, hospitals, which are forced to announce purchases every year," - the entrepreneur said.

In turn, Ablai Myrzakhmetov noted that an agreement to introduce long-term contracts for a period of five years was reached with the Samruk-Kazyna NWF.

"It's convenient for both business and the customer. Now we plan to implement in public procurement for major projects. It seems to me that schools and hospitals are not areas where you can go by tendering process. It is necessary to approach from the point of view of social interests. We are ready to initiate these issues," - the Chairman of the NCE Board stresed.

A separate topic for discussion was the participation of the unemployed and self-employed in the Bastau project. Graduates of the project shared their first learning outcomes and some of the problems they faced.

A deputy of the Majilis of the Parliament of the Republic of Kazakhstan Nurtai Sabilyanov said that issues and proposals of the regional business will be announced during the sessions in the Parliament.

"The President pays special attention to supporting business. Publicly signed law on business evidences this. In general, all five social initiatives are closely related to entrepreneurship. Today, together with "Atameken" and industry associations, we continue working on amending regulatory and legal acts to improve the entrepreneurial sphere,"- the deputy said.

Nurtai Sabilyanov also noted that the office of the Chamber of Entrepreneurs is the House of Entrepreneurs, which was created with the support of the Almaty akimat. It is a successful example of the interaction of business and government for other regions.

Within the framework of the working trip, members of the Republican Public Council for monitoring the implementation of the Five Social Initiatives of the President of the Republic of Kazakhstan - Chairman of the Board of the National Chamber of Entrepreneurs "Atameken" Ablai Myrzakhmetov and Majilis deputy Nurtai Sabilyanov took part in the meeting with participation of the akim of the region, visited the office of the regional Chamber of Entrepreneurs office, Center for the service of entrepreneurs, familiarized with the construction of three 16-storey apartment buildings in the city of Taldykorgan. Also in terms of the trip they visited the automated gas distribution station "Taldykorgan" and the "Sarymsakov R.Zh." farm.
