Timur Kulibayev proposed to reduce the number of companies in quasi state sector by half.

This is due to the fact that under each of their needs, state bodies create new enterprises and state-owned companies, while the development of competition is often left without attention.

The Chairman of the Presidium of NCE "Atameken" announced this at the III-Forum on the Protection of Business "Supervision of the Prosecutor's Office in the Field of Entrepreneurship".

“Today we are already holding the third business protection forum, which has become a good tradition ... Together with the general prosecutor’s office, we managed to achieve a significant reduction in pressure from regulatory agencies. The control functions of government agencies, business requirements, and inspection deadlines have been reduced,” said Timur Kulibayev.

The humanization of criminal law continues, the administrative legislation is radically revised, 80% of articles are changed in favor of business. The institute of the appeal commission on tax and customs disputes has been created, the number of complaints themselves has decreased by almost 3 times, and the institute of pre-trial appeal will be implemented in all control areas, including environmental and SES.

As a result of all the reforms carried out by the Government, Kazakhstan rose by 8 positions in the “Doing Business” rating, from 36 to 28th place. Majilis, now is reviewing seventh package of amendments to improve business activities.

In addition to successful achievements, the Head of the National Chamber focused on the problems that need to be urgently addressed - to reduce state participation in the economy, protect competition and property rights, make information available on land and urban planning documentation.

According to various estimates, the share of the state in the economy is more than 50% of GDP. Often, state-owned enterprises are represented in competitive sectors of the economy, such as transportation, logistics, and trade. Now 348 types of activities are legally allowed for state-owned companies, they work in 44 areas.

“Despite the ongoing policy aimed at reducing the share of the state, an increase in the creation of new state-owned enterprises has been observed, since 2000 the number of state-owned enterprises has increased from 23,723 to 26,612. The rules of the game need to be changed - to audit the validity of the activities of the quasi-state sector and reduce them at least by half,”said Timur Kulibayev.

Four years ago, the process of transferring state functions and powers from the center to the regions began, within which it was supposed to optimally distribute functions, powers and responsibilities among all levels of government.

“Who can say today about the positive and negative sides and effectiveness of this distribution?” We invite the Government to study this issue. Together with the General Prosecutor's Office, we will consider this topic on the example of land inspections and the GASK. In 2014, control functions in these areas were transferred to akimats. As a result, both implementation and control were in the same hands. That is, Akimats themselves issue decisions and control them themselves, there is a conflict of interests, ”the Head of Atameken said.

The chairman of the Atameken Presidium is convinced of the need to digitalize the sphere of state control, the lack of clear selection criteria for “risky” subjects does not lead to the main goal of state control - to prevent accidents, fires, etc.

“The old-regime principle of planning inspections in the spheres of sanitary and epidemiological supervision, fire and industrial safety is preserved. The ultimate goal should be the complete digitalization of the control system by automatically selecting the object of inspection, without the intervention of officials, ”said Timur Kulibayev.

When reducing the control functions, the level of safety of products and services should not suffer.

“We have developed a series of measures to strengthen the responsibility of the business. This is what our Charter against Corruption is aimed at. It is necessary to strengthen the institutional framework of consumer rights societies. In the trilateral dialogue - consumer, state and business - we need a serious opponent. At the initiative of the NCE, work with elevator service companies is carried out in manual mode with the Akimat of Astana. As a result, 1135 elevators were audited, an SRO was established, safety standards were developed and approved. Such a project is proposed to be disseminated to all regions of Kazakhstan. As part of the development of bus transport approved a comprehensive program for the years 2018-2020. Its implementation will allow to increase the share of the bus fleet no older than 7 years to almost 65% by 2020, ”said Timur Kulibayev.

At the end of the Forum, the Roadmap for cooperation between the General Prosecutor's Office of the Republic of Kazakhstan and the National Chamber of Entrepreneurs of Kazakhstan "Atameken" for 2019 was signed.
