ATAMEKEN TO DEFINE NEW ECONOMIC NICHES FOR REGIONS’ DEVELOPMENT
President of Kazakhstan Nursultan Nazarbayev instructed the akims and the Atameken National Chamber of Kazakhstan to jointly draw up the regional development plans, taking into account the specifics of the regions at the enlarged meeting of the Government of Kazakhstan.
"I declare the main criteria for the effectiveness of the state, they are indicators of income and quality of life. The whole economy, everything we do, is ultimately for the people. The work of each minister and akims should be assessed in terms of the implementation of these indicators,” the Head of State said at the expanded government meeting.
President recalled the task of raising the share of SMEs in the country's GDP to 50 per cent. In this regard, he noted that the government created the most comfortable conditions for entrepreneurship.
“The business climate has improved, government control has been reduced by a third by adopting legislation and reducing controlling measures. As part of the Business Roadmap 385 billion tenge was allocated, more than 20 thousand projects received financial support, about 180 thousand entrepreneurs had learning opportunities and Atameken did a good job in this sphere,” Nursultan Nazarbayev said.
Nazarbayev stressed that every akim should be personally responsible for the development of SMEs in the region, noting the great potential for the development of entrepreneurship.
“According to the analysis, conducted by the Atameken NCE, there are hundreds of new niches to produce “economy of simple things” only in the Aktyubinsk, Atyrau and Turkestan regions. Kazakhstan can receive new billions in revenues on solid domestic waste processing and create thousands of additional jobs,” the President said.
“There are many peculiarities in the economic situation of every region of the country. You need to invest in the industry or agrarian sphere. I am instructing akims in conjunction with the Atameken National Chamber of Kazakhstan to formulate a plan, aimed at creating jobs, taking into account the specifics of each region,” Nursultan Nazarbayev said.
Remind that in 2017 Atameken conducted a economic study in a pilot mode in the Saryagash and Maktaaral districts of the Turkestan region, in Arkalyk of the Kostanay region, as well as in a number of districts of the Atyrau and Aktyubinsk regions.
For example, only in the Aktobe region, the study allowed to determine the current list of business entities in all 33 rural districts, identify over 500 potential projects to start a business with demanded products and services, identify enterprises with incomplete loading and help them to form the distribution chains in a Raw-Production-Sale mode.
The multipurposeness of the economic study makes possible to conduct research efficiently in cities as well as in rural areas. An important outcome of economic study in regional centers and major cities will be the development of interactive geo-maps with the application of potential business objects.
