Renaming streets won't affect business

The initiatives to rename streets and districts in some regions are causing problems for existing businesses.

Yerbol Ustemirov, Managing Director of the Atameken NCE RK, wrote about it on his Facebook page.

"It seems to be the right idea to rename the districts: the Zyryanovsk district became the Altay district, the Taranovsk district will be named after Beimbet Maylin. (...) It seems to be useful, people should know their history and batyrs, writers and akyns. But the authorities don’t bother if this initiative creates problems for entrepreneurs. The entrepreneurs' purse is rubber and they will get away with it," Yerbol Ustemirov writes.

The author noted that innovations create serious obstacles for entrepreneurs. For example, the newly opened shop, which has not yet reached its payback point, is located on the "new" street.

"You think, well, the new name is convenient and sound," Yerbol Ustemirov says.

According to the Law of the RK "On Permits and Notifications" (pp. 6) p. 1 Art. 33), the entrepreneur must reissue his permits within 30 days at his own expense. Also, the late re-issuance of the license may result in a fine. The amount depends on the category of business and varies from 113,626 to 378,750 tenge.

"At the same time, the license fee may reach 7.5 million tenge depending on the type of license," the author adds.

"The Atameken NCE RK together with the Ministry of Digital Development, Defense and Aerospace Industry of the Republic of Kazakhstan and Ministry of National Economy of the Republic of Kazakhstan, developed amendments to the law "On permits and notifications".

"Now, in the case of renaming settlements and street names, the entrepreneurs are not obliged to reissue a license, and changes in the address of licensees and the object of the license are carried out through the integration of state information systems," Yerbol Ustemirov explained.

Previously, the capital's Akzhol, Vishnevskaya and Baiyrkum streets were proposed to be merged into Al-Farabi Avenue. 361 streets and 24 neighborhoods of Shymkent will get new names. In general, about 200 streets in Uralsk and 13 streets in Pavlodar will be renamed.
