Deputy Chairman of the Board of the Atameken NCE RK Olzhas Ordabaev told about the ways the Kazakh universities make quick money on diplomas during the presentation of the annual Rating of educational programmes in higher educational institutions of Kazakhstan.

For the second year in a row, the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan together with the Ministry of Education and Science of the Republic of Kazakhstan conduct an independent assessment of educational programmes of universities in Kazakhstan.

"The rating was conducted according to 17 criteria: the percentage of employed graduates and their average salary (information provided by the Tsentr razvitiya trudovyh resursov JSC), the duration of the job search after graduation, as well as the assessment of the relevance of the programmes, etc.," Olzhas Ordabaev said.

In the course of the analysis it was revealed that 73% of educational programmes of Kazakh universities do not meet the expectations of employers.

"Some universities do not strive for quality education, but make quick money to "print" diplomas. Because there is a request for a document, not for knowledge," he said.

The Atameken offers to fight this trend administratively, i.e. to revoke licenses so that universities do not train people with poor professional skills because such graduates won’t find any job. Also, the results of the Rating should be taken into account in the distribution of state educational grants. According to Olzhas Ordabaev, it is wrong to allocate state funds to universities that train weak specialists.

The Atameken NCE RK has initiated changes to the rules for allocating grants (Order No. 122 of the Ministry of Education and Science of the Republic of Kazakhstan): if a university is in the lower half of the rating, the Commission has the right has the right to reject a university in getting the right to teach under the state order.
