Kazakhstan expands List of Exemptions in WTO framework

The Atameken NCE RK notifies that from January 3, 2020, #109  decision of the EEC Council, namely the amendments to # 59 decision of the EEC Council dated October 14, 2015 "On Approval of the List of Goods Subject to Import Customs Duties, Amount of Rates and Their Term of Effect" in respect of which reduced customs duties are applied in accordance with the obligations Republic of Kazakhstan to the WTO, comes into force.

Remind that Kazakhstan, as a member of the World Trade Organization, has undertaken the obligations to reduce import customs duties on several goods, according to which duties are reduced annually by expanding the List of Exemptions.

In 2020, in accordance with the new commodity nomenclature of the EAEU, the exemption list has been supplemented by 401 additional items, it consists of 3,317 items (the List of Exemptions is attached).

In turn, the Atameken NCE RK asks entrepreneurs to pay attention to the fact that Kazakhstan has the commitments under the WTO, and as a member of the Eurasian Economic Union, must ensure the traceability of goods included in the List of Exemptions, as well as prevent the export of goods imported at cut rates.

The businessmen should pay attention to the fact that if the goods are used only in Kazakhstan, then it is possible to clear the goods at WTO rates.

In case if the goods are exported from the territory of Kazakhstan to the Member States of the EAEU, it is necessary to carry out customs clearance of goods at the rates of the Common Customs Tariff (CCT). At the same time, the availability of a shipping document is an obligatory condition for the export of goods from the List imported into the territory of the Republic of Kazakhstan at the rates of CCT of the EEU.
