Who may participate in Bastau 2020 project?
Entrepreneurship should become popular in Kazakhstan. And this is facilitated by the employment Bastau program. The project is being implemented by the Atameken NCE RK in the framework of the Enbek Programme, Programme for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021, since 2017 and has already grown about 30,000 entrepreneurs.
Nurlan Kairshin, Director of the Department of Mass Entrepreneurship and Microfinance of the Atameken NCE RK, told in the interview about the multiplier effect of the project and the rules of the program implementation this year.
- Nurlan Serikovich, is the Bastau project to fight against unemployment and develop mass entrepreneurship successful?
- Bastau Project is an effective tool to combat unemployment and develop mass entrepreneurship. Between 2017 and 2019, The project resulted in the creation of 44,945 jobs and starting of 29,965 small businesses. I would like to note that this is only the beginning and it is too early to speak about the final and qualitative results, as it is necessary to take into account the contingent of our target audience.
When we talk about the social and economic impact of the Bastau project, I ask you to remember the starting point. The average portrait of our project attendant is an unemployed, self-employed person with no business experience.
Within the framework of our programme we are going to the goal - nurturing a successful and effective entrepreneur with small steps. It is still a new program, but it already gives good results, even if not as obvious as we would like it to be, but in the long term it can give a multiplier effect for the economy as a whole. The work that we do through training and project support should be carried out for a long time and on a permanent basis, then we will get an effect that we can be proud of.
- What are the conditions under which the training course will be implemented this year?
- Starting this year, in addition to off-line training, we will also be launching online training in 14 regional centers and 3 major cities on the Atameken Academy platform. The training program will consist of strengthening the knowledge of the technological process of keeping and feeding farm animals, the process of processing and production of final products, the formation of guaranteed sales, training in e-commerce skills and the formation of competencies for ongoing business projects.
The training will also consist of 12 modules, as in previous years. The content is being changed in the areas that were announced. At the beginning of the training, we will also measure the knowledge of our trainees to clearly understand the level of competencies of project participants.
In the course of the training, we will provide for intermediate testing, which allows us to monitor the progress of learning. This is useful for both the trainer and the participant of the training. If a person does not pass the intermediate test twice, they will be excluded from the group. This way, until the end of the training, we bring well-trained entrepreneurs.
- What is the reason for such changes in the project?
As it is known from the beginning of realization of the given program (2017) we on a constant basis monitor the realised projects. It allows us to analyse the developed situation with the started projects and in due time to finish off, and modernise the Bastau programme.
We clearly understand that we need to strengthen the process of qualitative formation of skills in our trainees: namely in sales, communications, knowledge of production technologies, etc. Also, we do not stand still and strictly follow the demands of the market.
At the moment there are not few processing enterprises in our country that are not 100% loaded. We have information where, how much and what raw materials are needed. This allows us to solve problems with the sale of raw materials to our participants.
- Where can citizens of Kazakhstan apply to become participants in this project?
The participants of Bastau regardless of their age can become unemployed, self-employed, able-bodied people with disabilities, oralmans, settlers, members of large and low-income families, individual entrepreneurs whose business is not older than 3 years.
