CT-KZ: Work honestly, instead of doing business through "connections"
Companies that do not have local content will not have access or discounts in public procurements and tenders.
This keeps repeating the Head of Department of Certification of Origin of the Chamber of Entrepreneurs of South Kazakhstan region Aigul Kozhabayeva. Entrepreneurs that do not produce goods and do not have local content apply to her to get CT KZ certificate of origin.
"There are many of those. For example, today a businessman came to get a CT-KZ certificate, who would like to become a major supplier of office supplies and participate in tenders for their supply. Of course, he did not receive a certificate, - says Aigul Kozhabayeva. - There are applicants, who frankly begins to look for loopholes and try to get it through connections. All this is useless".
Today, a certificate of origin form “CT KZ” in many tenders became the decisive argument in favor of this or that company.
Earlier, the Chamber had the authority to issue certificates on the basis of the examination of origin issued by private expert organizations, incurring the full responsibility for the issued certificate and not having the right to check whether there is actually a production base and equipment, whether the goods comply with documentation. In short, the certificates were issued virtually in a "blind" manner. This has led to unfair competition when pseudo-producers, having the certificate of origin of CT-KZ form won a multi-million tender. This curtailed the activities of real manufacturers.
To prevent such situations, on the initiative of the National Chamber "Atameken" the legislation was amended and supplemented. Now the Chamber is required to travel to the production to check the production base, production equipment and to identify the product by external signs, marking (name, type, package, class, the manufacturer), in the case of application for commodity items, the issue of which is carried out for the first time, or there are changes in the list of the main equipment, as well as when changing process operations.
In addition, the Chamber is now entitled to cancel the certificate on the basis of the decision of the internal audit, which is composed of representatives of NCE, trade associations and unions and the media.
All this leads to a drop-out of business without production facilities.
