A new mechanism for issue and lease of trading places with favorable conditions for entrepreneurs was adopted in the capital

Systemic problems of the metropolitan business were discussed at the III annual conference of entrepreneurs in Astana with participation of the President of the Presidium of NCE RK "Atameken" Timur Kulibayev and akim of Astana Adilbek Dzhaksybekov.

Director of RCE Ghani Tasmaganbetov presented the report on the work of the Chamber of entrepreneurs of Astana.

It is reported that Astana will increase the number of retail locations and types of sold products. So, in 2015 Akimat jointly with the Chamber developed a new mechanism for allocation of land for street trading. "At the request of entrepreneurs, in 2016 Akimat of the capital increased 3-fold the amount of land for accommodation of retail trade and children's attractions to 1,000 places", - said Tasmaganbetov.

According to head of RCE, the distinctive feature of the new mechanism is that the Commission, composed of representatives of relevant government agencies, the Chamber and business associations, will be engaged in distribution of trading places. Trading places will be leased for a period of 7 years, which will enable to recoup the invested money, previously this period was only one year. "At the same time, the rental price is the minimum to cover only administrative costs for servicing of trading places. For example, an annual rent for a spot of 9 m² for selling Fast Food will be no more than 140 thousand tenge. In early February, the procedure of submission of applications for 500 of 1,000 trading spots was completed. There were submitted about 1800 applications. As you can see, demand is high", - he said.

Chairman of the Presidium of NCE RK, Timur Kulibayev, in turn, noted the significant advantage of a new mechanism is the absence of corruption component. "This is very positive for the city, because you can immediately make a businessman to invest money for 7 years, and they have time to return investments within this period. On the other hand, an entrepreneur is already bound to this place, and will serve the surrounding area. It is not surprising that 1800 applications were submitted for 1000 available spots, and 400 of them were satisfied. The most important thing is that in this matter there is no corruption component, because it is a public auction. This experience we will replicate throughout the country ", - he said.

Another important issue, according to Tasmaganbetov, is to bring services and tourism facilities in line with international standards. So, now the Chamber in conjunction with the Office for Investment and Development of Astana, "Astana Convention Bureau" and JSC "National Company" Astana EXPO-2017" approved criteria for evaluating the quality of tourist services in the hospitality industry and the city's public catering. About 40 objects of the hotel industry and catering have already passed the test and received the status of the Partner "Recommended by Expo". It is planned to develop the requirements for hostels, tour guides, apartments, travel agencies, etc in 2016. The program also will also include new participants – enterprises of service industry and office premises in the format of a co-working centre. In addition, there will be conducted an assessment of about 180 hotels and 700 catering facilities.

"In order to enhance the skills of staff, we suggest to undergo trainings at resource centers of educational institutions, at institutions of tourism sector ", - added the head of the Chamber.
