What should an entrepreneur do if a civil servant is rude, refused to provide the necessary service in an incorrect form or provide advice within his competence?

Now, in case of unethical behavior of civil servants, an entrepreneur can apply to the Commissioner for Ethics. This is a relatively new position, which is created in all central and local executive state bodies.

The main task of the commissioner is to review incoming appeals and take response measures to resolve problematic issues.

Moreover, not only businessmen, but also civil servants themselves, who face the facts of exceeding the official powers of their colleagues, can make a compliant.

The functions assigned to the Commissioner for Ethics are grouped in the following main areas: prevention of ethical violations, consultation of officials on the application of ethical standards, protection of the rights and interests of civil servants, and the formation of a positive moral and psychological climate in the team. To prevent disputes, the Commissioners plan to conduct anonymous questioning, interviews and meetings with staff.

The Ethical Code of the Republic of Kazakhstan (Rules of Service Ethics for Civil Servants) is applied from January 1, 2016 in the framework of the implementation of the five institutional reforms, the National Plan "100 concrete steps".
