Entrepreneurs protest in Astana
More than 300 companies of the capital, which suffered the damage from the actions of energy companies, have organized a protest against the activities of monopolists.
For five days the companies, located at the territory of the Regional Technopark of Astana (the mission of which is to create favorable conditions for the development of innovation), remained without electricity. Tens of tons of food disappeared, hundreds of hours of downtime of innovative equipment, broken agreements and products not delivered on time. Business owners count the losses ...
The problems were caused by numerous failures of electric wiring. Repeated appeals to urban utilities office with a request to influence on the energy supply company with the request to eliminate the problem and to stop systematic failures of electricity, have not yielded the desired results. In despair, owners have applied for legal aid to the Metropolitan Chamber of entreprneurs and held a protest.
"Our company produces stained glass and clear glass products. We didn’t have time to count the losses, but for five days due to lack of electricity, we have not released products worth 15 million tenge. It is high season now, we have limited time. This situation occurs regularly, but no one takes any action", - said the executive director of "Alkon +" Baurzhan Mukhamedzhanov, addressing to the experts of the Metropolitan Chamber.
As it turned out, all electricity supply substations of the industrial park, a few years ago were transferred to LLP "Rukos". Tenants and owners complain that the power lines have not seen overhaul for decades, because of what, in fact, there are constant electricity supply failures. But a major accident, which occurred at the substation five days ago, made the manufacturers really angry.
As it turned out, there was no one to complain to, as founders of the company, who are responsible for electricity are being wanted. Representatives of the utilities office under akimat of Astana have nothing to say.
"We demand that our electricity line is transferred to the balance of Astana Energosbyt, because we have been virtually abandoned for six years, but always paid on time all the fees. 30% of the budget of Sary-Arka district are formed by our companies", - state businessmen.
Experts of the Metropolitan Chamber of entrepreneurs suggested businessmen, representatives of the energy department under Akimat of Astana, LLP "AstangaEnergosbyt" to sit down at the negotiating table. During the discussion of the situation it became clear that the problem with electricity in the industrial park is not the only one. A similar situation arises with networks of water supply and roads – businessmen pay for it from their own pocket.
The city authorities cannot transfer engineering networks to another owner without a court order.
"At the moment the substation is on the balance sheet of LLP "Rukos". And now we have ruled that within a year the case will be submitted to the court for further transmission of engineering networks to balance sheet of LLP "Astanaenergosbyt". As part of the investment program of the company, networks will be modernized and reconstructed. And, for a year, that is, until the court will decide, entrepreneurs can address for provision of services to private organizations", - said the specialist of the Department of Energy under akimat of Astana Talgat Beisenov.
