NGOs and the state apparatus, from compromise to cooperation

State officials are taught how to communicate with non-governmental organizations

The National Chamber of Entrepreneurs "Atameken", with the assistance of the Civil Alliance of Kazakhstan and the Ministry of Culture and Sports of the Republic of Kazakhstan held a seminar-training on the effective cooperation between state bodies and NGOs.

The seminar was held via videoconference, thanks to which, it was attended by representatives of the regional chambers. Chairman of the Committee of the social sphere and social partnership of NCE Talgat Doskenov noted the relevance of the topic and wished the participants fruitful work. Executive Director of the Foundation "KAMEDA" Makhabbat Espenova and deputy director of the Association of Legal Entities "Civil Alliance of Kazakhstan" Alla Shiryaeva answered questions from participants.

It was noted that one of the important forms of cooperation between state bodies and NGOs are Public Councils, formed with the state bodies and Akimats. Improvement of the efficiency of their work may significantly affect the transparency of government decision-making. Organizers of the seminar made recommendations for the development of the capacity of public councils in the regions.

Another form of interaction between government agencies and NGOs is a state social order. This issue constantly arises interest among civil servants, as it is based on the law on public procurement and the state social order. It requires constant updating of knowledge about changes in the legislation, as well as to develop standards, regulations and procedures. Through the use of video conferencing, government officials heard about the experience of colleagues from other regions of the country, and the organizers were able to identify problems, which are specific to certain regions.

Most of the questions were related to the topic of evaluation of bids, scoring methodology, applied by experts, ways of attraction of experts to the evaluation of project proposals. It turned out that Karaganda region has experience in competitions on long-term projects, which is absent in other regions. Organizers offered Karaganda to prepare materials on this issue and to share them with colleagues after the workshop.

Monitoring and evaluation of projects, the theme of standardization in the provision of services by non-governmental organizations were also covered during the workshop and arose interest among listeners. Ministry of Culture and Sports is currently working on development of standards for services, provided by NGOs, as well as the development and implementation of monitoring and evaluation of social projects. The experts of PF "Zubr" and PF "KAMEDA" are involved in work. The successful implementation of emerging standards and methods will significantly improve the quality of interaction of state bodies and civil society institutions, it will make the system more transparent and consistent with international standards.

Concluding the seminar, the organizers assured participants that all the points raised during the discussion will be carefully examined.
