Special permits for long distance truckers are abolished
In the near future trucks will be allowed to enter the city without special permission, having in hand just a ready scheme of a route for a multi-ton car
The problem of passage of heavy and oversized vehicles moved from the "dead" point
The problem of obtaining a special permit for heavy transportation and (or) large-sized vehicles creates serious problems for businesses, especially for companies involved in construction and subsoil use.
In fact, an entrepreneur agrees a route with the authorized body (Committee of Transport) and pays to the budget a certain amount, depending on the length of the route. These circumstances may create a favorable environment for corruption on the part of employees of the authorized body. Quite often it is easier and cheaper for an entrepreneur to pay a bribe than to get a permission and to pay hefty fees in the budget.
At the initiative of NCE "Atameken" (during the preparation of a bill to reduce the licensing documents (procedures) by 50%) the problem was considered at the meeting of the Interdepartmental Commission on the regulation of business activity, chaired by First Deputy Prime Minister of Kazakhstan B.Sagintaev.
On August 17, 2015 at the 23rd meeting of Interdepartmental Commission, this issue was discussed and the recommendations of NCE on abolition of a special permission for traveling of heavy and (or) large-sized vehicles was approved.
It was suggested to use a ready itinerary of the route, indicating the technical data of vehicles for which the routes was planned, instead of the above mentioned authorization. As a result, there will be no need for a long distance trucker to address to a service provider and wait for the issuance of special permit from 1 to 5 days. A long distance trucker will choose personally the route, the specifications of which corresponds to a vehicle.
In cooperation with the competent authorities (MID, NEM, MoF) are conducted calculations of losses to the state budget for submission to the Republican Budget Commission.
Following the approval of calculations by RBC, the appropriate amendments, abolishing the special permit, will be submitted to the legislative and other normative legal acts.
