Nursultan Nazarbayev: "Speculation on the land subject is groundless"
The Head of State urged to bring to responsibility citizens, who inflate the hype around the new amendments to the Land Code of the Republic of Kazakhstan
Kazakh President Nursultan Nazarbayev commented on the controversy surrounding the new features of the Land Code, giving his assessment at the opening of 24th session of the Assembly of People of Kazakhstan today in Astana,.
"In recent years, the attention to land issues increased because of persistent disinformation about the alleged impending sale of land to foreigners. It has been repeatedly explained, even by myself that it is not true", - said the Head of State.
"The issue of sale of agricultural land to foreign citizens is not pending and is not discussed. All the speculations on this topic are groundless, the provocateurs should be exposed and punished according to the law of the country", - instructed Nursultan Nazarbayev.
The President of Kazakhstan noted that "even if the limited liability company, which now owns the land on the lease conditions, attracts an investor from outside, will give its shares, the land plot is immediately transferred into rent".
"Today our farmers get the opportunity to own the land. And then we said that lease for 10 years is not enough, because no one can recover the expenses, especially foreign investors. Therefore, we have extended it to 25 years, 49 years in Russia, the United Arab Emirates - 99 years in Europe - 49-50-99, there should be no drama about it", - said N. Nazarbayev.
"And the noise is made not by those who jumped out of the tractors, or a shepherd, who dismounted of a horse, but by those who have no idea about agriculture, and do not know where the land is available whether it is there", - stated the Head of State.
Continuing the comments, the President said that the Ministry of National Economy is responsible "for introduction of changes to the Land Code and their clarification". Dosayev is here. The minister should clarify it everywhere", - instructed the Head of State.
In addition, the President called on the party "Nur Otan", Akimat to meet with Kazakhstani people and to explain legislative innovations.
"People do not watch TV in the evening and do not re-read newspapers. They need to work. If there are questions, it is necessary to explain IT thoroughly", - concluded Nursultan Nazarbayev.
On 1st of July 2016 shall come into force amendments to the Land Code, which gives the right to purchase agricultural land that is in private property, which are currently leased. The land will be sold at auction with a decrease of its cadastral value.
