A significant share in the gross domestic product accounts for the domestic auto industry enterprises. In the first half of the year the contribution of auto industry to the economy of Kazakhstan amounted to 23.1 billion tenge (manufacture of motor vehicles, trailers and semi-trailers), according to the Ministry of Investment and Development of Kazakhstan. This figure significantly exceeded the performance of a number of key sectors of the manufacturing industry.

"The contribution of auto industry to GDP exceeded the results of the light industry (34.7 billion KZT), paper industry (20.3 billion KZT), production of pharmaceutical products (18.7 billion KZT), textile industry (18.3 billion KZT), electronics manufacturing (17.2 billion KZT) and three times higher than in the furniture manufacture (12.2 billion KZT) and wood industry (10.6 billion KZT) ", - said the official spokesman of the Ministry Kaysar Zhumabayuly.

The nearest plans of domestic car factories, he said, allow to forecast further recovery of the industry in the second half of this year. The support of the state plays a significant role in this.

The ministry stressed that the domestic auto industry is included in the priorities of the second five-year plan of industrialization. So, it is noted that during the first phase of industrialization the auto industry has proved to be an industry #1 in terms of growth - production of vehicles in the country increased by 4.8 times. "One of the objectives of the program for the enterprises of the industry in 2019, is increase localization level to 50%, the creation of components industry, increase of the number of jobs by 3.5 times and access to export markets", - said K. Zhumabayuly.

The Ministry hopes that built capacity of "ASIA AUTO Kazakhstan" will be the biggest production in the history of the domestic engineering industry. "The share of local content in the structure of production cost will exceed 50%. At the same time 90% of the components used in automotive industry are components produced in Kazakhstan and other countries participating in EAEU", - said the official representative of MID.

The project of "AZIA AVTO Kazakhstan" is included in the Program of Kazakhstan industrial-innovative development for 2015-2019, Industrialization Map of Kazakhstan and a number of other government programs.

Annual contributions to the state budget will be 30 billion tenge. The expected level of performance for the value added in automotive production capacity will reach 150 thousand USD per one employee (against the current average level in the Republic of Kazakhstan, not exceeding 24 thousand USD). The main markets for the future products an industrial complex will be Kazakhstan, as well as the Siberian, Ural and Far Eastern Federal Districts of the Russian Federation. During the 2015-2016 investors of the project deployed a network of 16 car centers in 12 cities of Russia. Among the target markets are Central Asian countries (Turkmenistan, Kyrgyzstan, Tajikistan, Mongolia) and the Transcaucasus.

The Ministry also reported that currently approximately 6.757 million Kazakhs were able to buy affordable cars under the program of preferential car loans. Buyers can choose one from 62 models of the national assembly and buy by taking a loan at the nominal rate of 4%. The state program of preferential auto credits was launched in April 2015.

According to K. Zhumabayuly, the program primarily supports ordinary car buyers. In addition, it has provided the banks with the necessary liquidity in the conditions of lack of tenge funding. The program provided a guaranteed income flow to the National Fund.

"26 billion KZT allocated for funding programs are available exclusively to banks on a return basis, at a fixed interest rate of 4%. In other words, a program of preferential car loans has become a successful experience of synergy of the Government’s efforts, as well as enterprises of the banking sector and automotive industry", - he said.
