"Atameken" offers to abandon tenders for purchase of coal

The presence of intermediaries between coal producers and akimats that conduct tenders forces to raise twice prices for their products. Meanwhile, you can use a fairly simple approach. If coal - a commodity, Akimats should be allowed to buy coal without tenders because the exchange has established the average price, and thus it is possible to avoid the large number of intermediaries", - suggested the Chairman of the Board of NCE RK "Atameken" Ablay Myrzakhmetov at the Government meeting on Tuesday.
However, he stressed that this practice "could be common to all commodity prices, to avoid the process of tenders".
In addition, the head of the Board of "Atameken" expressed his view on measures development of competition, under discussion at the Cabinet meeting held today.
"In general, we need to move on to the horizontal support of business support measures and the development of competition", - said Ablay Myrzakhmetov, adding that there "remain industries and sectors, where chiseled measures are inevitable".
According to Ablay Myrzakhmetov, only after a month of monitoring the competitive environment with participation of "Atameken", there were revealed more than 2,000 objects, which can be transferred to the competitive environment.
"This revision on the principle of "yellow pages", indicates that the reserves may be large. I would like to note that it is 47% reduction in the number of activities that can be carried out by public and quasi-public sector. More than 300, 80% can be realized by national holdings, quasi-public sector. We believe that there is still a limit there", - said Ablay Myrzakhmetov.
NCE "Atameken" allows the antitrust authority to monitor the subjects of the financial sector. "This is a special sector, which is quite tightly regulated by the National Bank. Certainly, the competition authority should have such functions, but at the same time, I think, we need to coordinate their actions with the National Bank ", - said Ablay Myrzakhmetov.
Chairman of NCE "Atameken" recalled that in this case synergy of actions is important, in order to avoid additional burden on business.
