Deputy Chairman of NCE Eldos Ramazanov and CEO of "Samruk-Kazyna Contract" Serikbek Yelshibekov conducted a selectoral meeting in the format of video-conference with participation of regional chambers

The purpose of the event – is an explanation of pre-qualification of potential suppliers for the group of companies "Samruk-Kazyna".

Experts of NCE, together with colleagues from "Samruk-Kazyna Contract" will travel to the regions to meet with entrepreneurs at the sites of regional chambers, at which they will explain the preliminary selection procedure (PSP), and will assist in completing the questionnaires.

According to Deputy Chairman of NCE Eldos Ramazanov, this institution can be considered as an additional tool to support local producers, it is aimed at improving the competitiveness of domestic production.

 According to General Director of "Samruk-Kazyna Contract" Serikbek Elshibekov, the business community of Kazakhstan and representatives of NCE took an active part in the development of standards for pre-qualification selection of suppliers of "Samruk-Kazyna". In addition, in order to comply with the principle of transparency, all off site verification and technical audits are carried out by companies, auditors, involving experts of customers, "Samruk-Kazyna Contract" and NCE. "Now we begin the joint outreach of entrepreneurs in the regions, during which we help suppliers to register correctly in the PSP system, to apply, to fill out a form. It is important for us that all domestic entrepreneurs participate in the competitive procurement and are included in the list of pre-qualified suppliers, in which pseudo-entrepreneurs will not be able to get, - he concluded.

In addition, Serikbek Yelshibekov said that now when completing questionnaires, entrepreneurs provide CT -KZ certificate, in the future after the implementation of the institute of industrial certificate, it will also be taken into account when passing the pre-qualification of suppliers of group of companies JSC "National Welfare Fund" Samruk-Kazyna".

What benefits this procedure will give to an entrepreneur?

As it was explained by the director of the pre-qualification Department of “Samruk-Kazyna Contract” Eldar Doskenov, entrepreneurs who have passed prequalification, get a number of advantages: there is no need to provide a guarantee payment, which is 1% of the value of the tender, for example, for large companies that have passed a technical audit, the figure will be at least 5 million tenge. Also, according to the results of the audits entrepreneurs receive advice on the development and improvement activities that will help enhance the company's competitiveness.

After the integration of PSP with the information systems of state bodies, it is planned to reduce significantly the list of documents required for participation in procurement, in addition, businessmen included in the list will not confirm their qualification before every participation in the procurement.

It should be noted that the passage of the selection procedure and the listing will give entrepreneurs the opportunity to participate in the procurement on the basis of fair competition, PSP will enable to get rid of unscrupulous companies and pseudo-entrepreneurs, who unable to supply high-quality goods, works and services.

On-site audits

The procedure of PSP is a detailed analysis of each vendor, which is designed to assess the real capacity of entrepreneurs, to supply quality goods, works and services. The eligibility criteria, which are considered when carrying out the pre-qualification, include checking for the presence of licenses, certificates, relevant production capacity, the availability of necessary resources, the implementation of quality management and enterprise risk management, compliance with environmental requirements, industrial safety and others.

There was also introduced responsibility of the companies- auditors, in order to avoid the possibility of inclusion in the list of those suppliers, who do not meet the stated criteria. During detection and confirmation of the fact of misreporting by a company, involved in the audit, it shall pay the insurance sum in the amount of 40 000 MCI for the services of on-site verification audit and 200 000 MCI for the technical audit.

In addition, it is very important that all exit audits will be carried out by large international and Kazakh companies, with the involvement of representatives of NCE RK "Atameken", the domestic enterprises and customers in the face of fund companies. That is all stakeholders. And who will be the most careful and objective during selection, if not those, whose work and success depends on the efficiency of procurement?

For what period a company is included in the list of qualified suppliers?

Companies, participating in the procurement with the cost of up to 500 million tenge, which have passed all audits, are included in the List for two years. Entrepreneurs applying for participation in major purchases of more than 500 million tenge and technical audit of the past, are included in the list for three years. At the end of this term, suppliers need to go through the procedure again. This is provided in order to maintain in the PSP system the current level of compliance of suppliers and to control the quality of procurement. Moreover, suppliers, which are included in the list, have the opportunity to update its data when needed.

Interim results of the implementation of PSP procedure

LLP «Samruk-Kazyna Contract" launched a procedure of preliminary selection of potential suppliers for the group of companies of "Samruk-Kazyna" from 25^th of July 2016. There was developed and approved regulatory framework for the selection, there has been created and operates an information system, there has been carried out the selection of auditors of companies for verification and technical audits in Kazakhstan and abroad, on the corporate websites was posted the full video lectures and information about the procedure of selection.

At present the main direction of this work - is formation of the base of qualified suppliers. At this point there are more than 2300 registered users in the PSP information system.

It should be noted that the implementation of PSP in the current economic situation is a positive factor, which will undoubtedly contribute to improving production efficiency, resource and technical effect, because the results in the field of the quality affects whether businesses will be able to compete with foreign companies, including in WTO conditions and integrate not only at the domestic, but also at foreign markets.
