Corruption in the national companies of Kazakhstan increased by half

During the III Congress of the National Chamber of Entrepreneurs "Atameken" in June was adopted the "Charter of Entrepreneurs of Kazakhstan on counteraction to corruption". The adoption of the Charter by the business community is dictated by the fact that the economic crisis in the context of the Plan of the Nation - 100 concrete steps, proclaimed by the President of the Republic of Kazakhstan, significantly updated anti-corruption legislation. An important feature of the new anti-corruption legislation is that, except for the guarantees on the protection of business from corruption challenges, entrepreneurs are assigned to entities carrying out measures to combat corruption and, therefore, are obliged to take measures to localize the causes and conditions that facilitate the corruption offenses.
"The ambitious aim of the Charter is the achievement of the main principles - zero tolerance to corruption in business and social responsibility of entrepreneurs in the fight against corruption. Of course, this is not a short-term task, but the implementation of the Charter, based on the voluntary commitments of domestic business to introduce additional, not fixed by the legislation mechanisms to prevent and to combat corruption, can bring us closer to this goal", - said Kairbek Suleimenov at the republican forum of entrepreneurs on anti-corruption.
He stressed that the Charter contains specific measures to tackle corruption in the areas of corporate governance and interaction with partners, contractors and customers in procurement, as well as relations with public authorities.
The head of the Council spoke about the main anti-corruption mechanisms provided by the Charter. First of all, he said, it is necessary to overcome the corporate corruption; second of all, the involvement of shareholders and staff of companies in the process of combating corruption; Third of all, the fight against corruption in public procurement.
In addition, according to Suleimenov, the document envisages overcoming corporate corruption by the widespread introduction of mechanisms to ensure the transparency of decision-making procedures in the private and quasi-public organizations, i.e. regulation of the activities of the corporate structure, the publication of financial statements, audits, etc.
"The openness of the decision-making in business processes is critical for the effectiveness of anti-corruption. As part of the corporate governance standards, the Charter provides for the introduction of internal programs to combat corruption. These programs or plans should include measures to prevent corruption in the activities of organizations and their personnel, regulate and eliminate matters of conflict of interests, ethical standards, training employees, establishing a balanced risk management system, fair competition, and other", - he said.
The Chairman of the Anti-Corruption Council pointed out that the adoption and implementation of programs and plans will introduce changes in anti-corruption activities of the organization. In order to implement the principles of transparency in the activities of the subjects of medium-sized and especially small businesses, which constitute the majority, we need concrete incentives, he said.
"Thus, the concept of "public company" was established by the legislation in 2007, the standard of the state service on adoption of the decision on recognition of "public company" was approved. However, preferences for organizations that have received the status of a public company are not provided by law, in connection with which the institution has not received extensive development. It is necessary to interest companies in obtaining this status. For example, in obtaining a loan or taking in procurement regulations, providing an advantage in the selection of suppliers for companies that have implemented anti-corruption procedures system. This process will be beneficial for both customers and suppliers, who will obtain objective market advantage during implementation of anti-corruption principles", - said Suleymanov.
