Kazakhstan's Chamber of Commerce became a member of the International Chamber of Commerce

Kazakhstan's Chamber of Commerce became the 76th member of the international guarantee chain International Chamber of Commerce (ATA ICC WCF). Since 1st of April this year, the ATA system will be applied in Kazakhstan.
ATA Carnet is a standard international customs document that allows duty-free importation, as well as identification of temporarily imported goods, and includes a financial guarantee in effect in the international circulation for payment of import customs duties, taxes and charges.
Carnet ATA saves time and money of Customs and exporters, improves reliable and safe movement of goods across borders. Kazakhstan ratified the international convention on temporary importation (the Carnet ATA Convention) by the Law of the Republic of Kazakhstan as of November 3, 2010 No. 346-IV.
One of the important aspects of the functioning of the ATA system is the fact that not all countries that have ratified the ATA international convention automatically enter the ATA system and, accordingly, the principles of the Carnet ATA can’t be issued and accepted by the customs on their territory. Only after the official accession of the country through a guaranteeing association approved by the national customs authority to the international network of national guaranteeing organizations of the World Federation of Chambers the state is officially included in the international network of ATA.
Kazakhstan's Chamber of Commerce has started to implement the procedure of Carnet ATA in Kazakhstan in January 2016 and on 1st of February 2016. The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan sent a notice to the Secretariat of the International Chamber of Commerce on recognition of Kazakhstan's Chamber of Commerce as the guarantor and issuing organization for Carnet ATA.
According to the Carnet ATA, an extensive list of goods is allowed for movement, which includes commercial samples - jewelry and ornaments, watches and leather products; goods for fairs and exhibitions, exhibition booths / stands; objects of antiquity, paintings and other works of art; Professional sound equipment for television, broadcasting and cinematography, musical instruments and costumes. And also equipment for the theater, mechanical and electrical equipment, engineering, surgery, archeology and much more.
It should be noted that perishable or consumed goods or goods for processing or repair are not moved within Carnet ATA. At present, the Kazakhstan’s Chamber of Commerce is developing a mechanism for issuing Carnet ATA for the full-fledged application of this system in Kazakhstan.
