Bolat Palymbetov Excessive demands set for entrepreneurs create conditions for corruption

A joint meeting of WKR Akimat, the Prosecutor's Office and the Council for the Protection of Entrepreneurs’ Rights and Counteracting Corruption "Topical Issues of Business Protection" was held in Uralsk, with the participation of Bolat Palimbetov, the Commissioner for the Protection of Entrepreneurs Rights of Kazakhstan. This meeting was held for the first time in the format of an online conference with all district akimats of the region and was broadcast on the page of the regional prosecutor's office on Facebook. The meeting was opened by the Akim of WKR Altai Kulginov. In his opening speech, he noted the importance and urgency of the issue of business protection, therefore all heads of regional departments and offices interacting with business were invited to the meeting. The head of the region urged all representatives of state, controlling and law enforcement agencies to monitor strictly compliance with the law in their relations with business.

"Our work with respect to business is as follows: the first is the protection of business interests, the second is the reduction of existing administrative barriers, increasing the transparency of state bodies, and the third is the reduction of corruption risks", - explains Altai Kulginov. "We invited the Business Ombudsman Bolat Palymbetov to discuss and analyze all these issues together, to determine what and how we should work". "The President of the Republic of Kazakhstan in his Address to the people of Kazakhstan has set a task for the government and akims to develop systemic measures to deregulate the business by 1st of July of this year", - said Bolat Palymbetov. "Each region of Kazakhstan should offer a set of measures for the development of mass entrepreneurship. As part of the implementation of these measures, the topic of today's meeting of the regional akimat, the board of the regional prosecutor's office and the Council for the Protection of Entrepreneurs Rights and Counteracting Corruption is very urgent: improving the business climate in the region. "According to the Business Ombudsman, analyzing the incoming appeals of entrepreneurs to the office of the Business Ombudsman, they can be divided into 2 parts: · The first part - systemic problems that are solved at the republican level; · The second part - regional problems, which are solved at the regional level. In particular, the requirements imposed by state bodies on entrepreneurs, and more than 28 thousand create conditions for corruption, difficulties for doing business. There are also 61 supervisory agencies. "For example, 41 sanitary rules were analyzed, in which 11 543 claims were identified. Out of the prerequisites, it was decided to exclude 9172 requirements (about 80%), respectively, only 2371 (20%) are retained", - cited the Business Ombudsman. "I think that the established contact with regional entrepreneurs in the Regional Chambers and the National Parliament will help local authorities to resolve all business problems", - added Bolat Palymbetov.

The prosecutor of the region Saparbek Nurpeisov noted the important role of entrepreneurship as one of the basic components of the country's economy. "The development of entrepreneurship and business activity is not only closely related to the well-being of the population and the level of unemployment", he stressed, "but also affects the state of crime and law and order". According to the prosecutor of the region, the systemic measures taken within the framework of the Roadmap for business protection are already making the business easier and easier: the sanitary and fire safety requirements have been significantly reduced, and the practice of criminal prosecution of economic crimes has been revised. "At the same time, there are still many unresolved problems that hamper the development of business", said the regional prosecutor. - It is necessary to build work on the Road map of business protection, so as not to return again to the issues that have already been raised and discussed. Once the problem is raised, it must be solved. "The same was said in his speech by the chairman of the Council for the Protection of Entrepreneurs’ Rights and Counteracting Corruption of the Chamber of Entrepreneurs of WKR Khaydar Kapanov. "For two years now, we have been discussing the problem of access to land for the maintenance or expansion of business, but there has been no progress in resolving the issue. You can’t endlessly raise and discuss problems. We must move forward", - said Kapanov. "We see that business has reliable protection in the region ", - said Bolat Palymbetov. - By the way, the fact that the center received less appeals on business protection issues, says that many issues are being resolved at the regional level. Only not all entrepreneurs know their rights, do not know how and where to apply". "The most important thing for entrepreneurs is transparency, openness of the activities of state bodies", -  he added. "In this regard, the government agencies have yet to do a lot".
