How to increase the involvement of the business community in sectoral research
Chairman of the Presidium of the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" Timur Kulibayev in his speech at the enlarged Assembly of the Fraction of the party "Nur Otan" with the participation of NCE RK "Atameken" on issues of entrepreneurship development in Kazakhstan, gave proposals on increasing the involvement of the business community in sectoral studies of the economy
"Today, our state agencies spend enormous sums on scientific research. In 2017, the total budget for 16 central agencies is about 38 billion tenge. We could offer to conduct industry studies not only with the consultants involved, but also with experts working in industry associations that daily face specific business problems in the industries and have the necessary production experience. Today, out of 126 associations accredited at NCE, the 16 largest ones are able to conduct detailed industry studies, to defend the interests of a particular industry. This is done all over the world. Such an assessment of economic development would avoid "revolutionary" economic decisions, which are often "shaken" by the business community", - believes Timur Kulibayev.
As the Chairman of the Presidium noted, there are examples of the need for an independent evaluation.
"The introduction of the capacity market, the lowering of the VAT threshold has been repeatedly postponed. The greenhouse gas trade market is suspended. That is, often the market is simply not ready for changes. It is the comprehensive results of research, both public authorities and the public, that should be the subject of further discussions in the Parliament, the formation of various Government plans. This will give impetus to a more qualitative analysis of the economy, the development of an optimal regulatory model and, as a consequence, the planning of legislative drafts, taking into account the challenges that the Head of State poses for us", - explains Timur Kulibayev.
