A unified system for labeling of goods is suggested in EAEU

Labeling of goods of EAEU countries was discussed in Astana

Within the framework of the "Eurasian Week" a panel discussion took place on the theme "Step to digital partnership between the state and business: marking of goods". Today, thanks to the development of a system of labeling of goods with machine-readable identification tools, the process of digitizing the market of the EAEU acquires a more practical character and passes into the implementation plane. The fight against counterfeit goods and the protection of bona fide producers and suppliers, and in some cases, the health of citizens - is a key and positive side of the initiative that stands above expert criticism.

Director of the Department of Customs, Tariff and Non-Tariff Regulation of EEC Gagik Kocharyan noted that the Forum is held with a view to developing the export potential of EAEU countries and spoke about the specifics of introducing the labeling system.

"Today's topic is very relevant, business and the state are beginning to pay more attention to labeling. Those, results that we received show that this is a control tool that is effective not only for the state, but also for business. Also for the consumer it is the opportunity to receive quality goods and information on all types of products in accordance with the labeling. Plus, the opportunity to shield yourself from counterfeit products", - Gagik Kocharyan said.

The speaker added that if EAEU states will label one product with different types of labeling, this will lead to big business costs. Therefore, all standards must be the same.

Olga Chepurina, Head of the Department for Control of Goods Turnover of the Federal Tax Service of Russia, also stressed that labeling is the most important tool for optimizing business processes.

"One of the ways of development of the labeling system in the Union suggests the option" Combined ", that is the application of national labeling system by two or more member states in accordance with the Agreement and with the possibility of their interaction", - Olga Chepurina said.

Participants of the event noted that it is important that the proposed methods of marking do not harm, but contribute to its development precisely in the market of products circulation.

Dolores Tulebekova, Acting Director of the Department for Economic Integration of NCE Atameken, added that one of the conditions for economic benefit is the removal of restrictions and barriers, but at the same time the business has a number of questions.

"Is the government trying to shift responsibility on the business. After all, the definition of counterfeit products should be carried out by the relevant organizations, this is not a business function. We initially requested a pilot project to see how this would work. It is important to make the labeling system more intelligent", - Dolores Tulebekova said.

 There is a digital transformation and unified systems in the EAEU, but these projects do not correlate between themselves.

"We do not need to hurry. All the mechanisms that are already operating on the territory of EAEU are important to unite, but not for the purpose of introducing labeling. We also need to know: by what criteria and grounds will you choose the goods for labeling", - Dolores Tulebekova emphasized.

The speaker noted that Kazakhstan is inclined to believe the experience of other countries that already use this. A detailed analysis is required.

Igor Popkov, Director of LLC "ID Technology Company", also expressed his opinion on the part of the business community.

"Business does not understand the difference in these modern tools, what is, for example, "sensors of chips". It is necessary to pay attention to entrepreneurs, so that they understand what is at stake. Suppose, the fight against counterfeit and how it is conducted", - Igor Popkov said.

Director of LLC "Technology Identification Company" added that to introduce the marking system and stimulate the business to this, the government agency can offer some state support programs, give advantages to the enterprise that introduces a single labeling system.

Labeling is in the very context of integration processes – it is a guarantee of the formation of equal competitive conditions under which everyone will benefit: business, the state, and the consumer. Building integrated information systems is the next stage in the interaction between business and the state.
