"Aerial harbor" of Kazakhstan requires attention

The issues of the condition and work of the airports were discussed by experts. On 19th of August was held a meeting of the working group on the development of transport policy in the field of civil aviation at Atameken site, where the main problems of airports were discussed. The meeting was attended by Deputy Chairman of the Board of NCE RK "Atameken" Eldos Ramazanov, Vice Minister for Investment and Development of RK Roman Sklyar, representatives of industry associations and the business community.

"All the issues on the agenda are important. It is necessary to remove the tax (financial, administrative) burden of entrepreneurs engaged in the field of airport activities. Today, we need to work out a single concept, a vision for working with airports", - Ramzanov said, opening the meeting.

Let’s add that currently there are 20 airports in Kazakhstan, of which 6 airports are privately owned, 4 are municipal property, 8 are state-owned, 2 are in trust.

"The first question that interests us is VAT. For example, the main recipients of Kazakhstan carriers are foreign companies, the question arises about the need to duplicate the signature of the fiscal check, which goes beyond the signature of the commander of the aircraft, the representative of the customs authority, this complicates the procedure. Since taking into account that most flights are made at night, this procedure delays this process. Proceeding from this, I think it is necessary to simplify and legislatively regulate the procedure for refunding VAT on the sale of fuel and lubricants by airports when refueling aircraft of foreign airlines performing international flights, international air transport", - suggested the general director of LLP "Airport Management Group" Askar Muratbaev.

Also, Askar Muratbaev raised questions about simplifying the procedure for returning VAT excess for airports and on the application of the risk management system in order to confirm the amount of excess of the value added tax claimed for return.

Roman Sklyar, Vice Minister for Investment and Development, supported LLP Airport Management Group and recommended that the Civil Aviation Committee consider options for initiating these amendments to the Tax Code.

The issue of delineation of the property complex of a strategic facility for the possibility of lifting restrictions from airports, as economic entities, on the right to dispose of property belonging to them while carrying out business activities was also voiced.

In addition, the problem of the need to subsidize socially significant airports with a passenger flow of less than 200 thousand people was voiced. And also, the issue of the inspection of persons on the first line, visiting the transport infrastructure of airports.

"This step requires step-by-step work, first we need to allow the possibility of subsidizing, given that according to the budget legislation, the Ministry of Finance and MNE do not have the right to subsidize. Then you have to prove to the state bodies why it is necessary", - Roman Sklyar answered the questions of those present.

Further, the sides discussed the removal of barriers to restrict the admission of flights of foreign aircrafts.

"The question of the open sky has been discussed more than once. It is necessary to first give a consolidated position of state bodies and industry companies, Air Astana. And in general, the "open sky" can turn into a beautiful slogan, in fact, we now have an "open sky". There are no specific barriers, the rights are given irrevocably, but there are no flights, and if you look economically, then there is no flow and no flights, this is an objective assessment. Perhaps somewhere there is a barrier that hinders the development of the industry, then we are ready to work out point-by-point, but give precise info where there is a demand for any flights. We are holding back two or three directions where we see that the foreign carrier is subsidized by the state, these are the countries of the Persian Gulf, this is Russia", - Talgat Lastayev, chairman of the Civil Aviation Committee said.

Also during the meeting, a number of airport problems were raised: with the equipment of control meters (reservoirs of production facilities of producers of petroleum products, bases of oil products and filling stations (except for mobile stations), application of double standards and supervision of fire safety,

Summing up the meeting, the working group members agreed on the need to take measures to reduce administrative barriers to improve the operation of airports.
