In turn, the business community was represented by the president of the Astana Group of Companies Nurlan Smagulov, chairman of the board of directors of JSC “Technodom Operator” Eduard Kim, founder of LLP “Redprice” Ramil Mukhorjapov, chairman of the board of directors of the holding company Basis-A Alexander Belovich, Chairman of the Board of Directors of “Centras Capital” Eldar Abdrazakov and CEO of LLP “Smart Pay” Olzhas Kundakbayev. During the meeting, participants also discussed a number of issues, including subsidizing city bus routes, digitizing tax administration, improving the effectiveness of advisory bodies, providing online access to information on land plots, creating small industrial zones, transferring non-core assets of local executive bodies to a market, as well as the opening of a full-scale Business Service Center in Almaty.

Bakytzhan Sagintayev noted that SME development is one of the most important priorities of the Government's work, and the main goal here is to create favorable conditions for the development of domestic business. In this issue, work is under way on a number of areas, in particular, on providing financial support measures. Currently, more than 13,000 business projects have been financed, the Program for the Development of Productive Employment and Mass Entrepreneurship has been adopted, under which microcredits are granted up to 18 million tenge with a nominal rate of no more than 6%. Along with financial support, it turns out to be legislative - measures are being taken to deregulate the business.

Currently, the number of permits has been reduced by more than three times and the audit of state control and supervisory functions has been carried out. Practical recommendations have been developed, suggesting the abandonment of the existing order of conducting selective inspections and most of the inspections under a special order. The work on the revision of the legislation has also been completed for the purpose of providing the business with reports and information to state bodies. At the first stage of the work, about 1,600 information requirements are planned to be reduced by 30%. It was noted that an important issue is also the requirements in regulatory legal and technical acts for the construction of health facilities and education. To solve these issues, a working group is functioning, and necessary changes are made to SNiPs. At the next stage it is planned to cancel more than 30 obsolete sanitary rules to health and education organizations. To solve the problems of unreasonable tax inspections, the number of scheduled inspections is reduced, counter checks of suppliers are excluded, and so on, which will eventually reduce the number of inspections by 40%. In addition, a lot of work has been done to ensure business access to public procurements and purchases of a quasi-public sector, an electronic procurement platform, a system of category and pre-qualification selection has been introduced in this direction. Work is also underway to increase the share of local content for each system-forming enterprise. In particular, an analysis is conducted to form the product mix and demand from large enterprises.
