Budget money "Nurly Zhol" went to Azerbaijan
The application of Alageum Electric transformers was discussed at Atameken
On 21st of December was held a meeting on the Atameken site on the use of transformers 40MVA 110/35 / 10-10 kV produced by JSC Alageum Electric in the reconstruction and expansion of the power substation of the ferry complex of the port of Kuryk under the chairmanship of Kuanysh Bishovov, Deputy Chairman of the Board of NCE RK "Atameken".
The event was held with the participation of representatives of JSC "NC" Kazakhstan temir zholy ", JSC "National Agency for the Development of Local Content of NADLоC", JSC "Alageum Electric", JSC "Mangistau distribution electric grid company" and other interested parties.
The Deputy Chairman of the Board noted that the issue has been regularly raised since the beginning of the year.

"The project is part of the Nurly Zhol program, budget money is the taxes of our producers, for which we plan to carry out this reconstruction. Today, Kazakhstan's Alageum Electric has the opportunity to produce and supply the necessary transformers. However, the operating company represented by the Mangistau Electricity Distribution Network Company (MEDNC), when agreeing on the project, recommended that the installation of a similar Azerbaijani transformer be considered at a technical meeting", - Kuanysh Bishimov opened the meeting.
In spite of this casuistic formulation of the protocol of the MEDNC Technical Meeting, in fact, it became a direct indication for the general designer - LLP “Karaganda Institute Promstroiproekt”, as the latter needs the approval of the operating company before submitting the project for state expertise. The customer in the person of JSC "NC" Kazakhstan temir zholy" is forced to accept the terms of the MEDN, in order to timely implement the project.
"We see that MEDNC as a monopolist specifies the producer of Azerbaijan. We have the Rules (Rules for the organization of activities and the implementation of the functions of the customer (developer), approved by the order of the MNE RK of March 19, 2015 No. 229), where with the participation of the National Chamber, priority was given to Kazakhstani producers when implementing projects at the expense of public funds”, - the Chairman of the Board of NCE RK "Atameken" explained.
Currently, according to the information of the subcontract organization LLP "MK-Energo", leading the power installation works, the necessary transformers ATEFGROUP (Azerbaijan) are ready for 90% and will be delivered before January 2018.
Deputy Chairman of the Board of JSC "National Agency for the Development of Local Content of NADLоC" Dmitry Usov noted that the implementation of the project before passing state expertise raises questions from the legal side.
Deputy General Director of RSE "Gosexpertiza" Nikolay Tikhonyuk explained that when considering projects, it is necessary to ensure the priority of Kazakh producers. Previously, the project in question has signs of non-compliance with this requirement.
"It must be made in Kazakhstan. Changes in bills and orders are introduced in order to observe them", - Kuanysh Bishimov summed up.
Following the results of the meeting on behalf of the National Chamber will be sent requests to the authorized bodies to assess the activities of JSC "MEDNC". The Commission for Local Content Control under the akimat of Mangistau region recommended strengthening the monitoring of the project under discussion.
