International - level oilfield workers and power engineers are to train in Kazakhstan - Timur Kulibayev

International energy corporations create conditions for the experts training at the base of some Kazakhstan universities.

“Kazenergy” council association 22nd meeting was held in Almaty. According to Timur Kulibayev, the Chair of the Association, the most important thing for the industry became the new natural resources code and internal tax code signed by the head of state.

“The members of association intensively worked on new versions of these documents. Most of the business suggestions became the part of the documents, and we are sure that these new variations will increase investment appeal and country’s investment climate. We hope that all the proper working conditions in the energy industry will be created in Kazakhstan.  Besides, right now we have an open and a constructive dialogue with the state bodies”- said Timur Kulibayev.

He also noted that in Association they pay attention to the human capital development. In the framework of the event, Timur Kulibayev visited some laboratories that were equipped by leading oil and gas companies.  Each of 83 subsoil use companies has its experts training obligations.

“It’s not a coincidence that we hold our meeting at Kazakh British technical university. We want to see how the energy experts training goes.  Thanks to the members of the Association that lots of laboratories were well equipped. KBTU also has 2 academic institutes that can also do some work for the oil and gas sector and we should use this potential.  And, of course, if there are company representatives in the advisory council we can provide a full interaction between KBTU and the needs of the companies. Right now the university wants to open new fields of study and we should prompt the administration what experts we need, not only energy workers but also experts in transportation, refining and chemistry. All the experts must be trained here in Kazakhstan. For example, Chevron laboratory that we created, originally they wanted to teach their experts abroad but in the end they opened the laboratory here in KBTU and right now they prepare international-level experts in Almaty” – stressed Timur Kulibayev.

 The minister of energy Kanat Bozumbaev thinks that in 2017 fuel and energy complex “Kazakhstan” became the driving force of the GDP growth.

 «4% of GDP growth belongs to the fuel and energy complex. The growth is nearly 9,5 % on average.   We have an important mission to maintain and to develop all the trends that we have reached in 2017. Probably we can’t provide 10,5% of growth but nevertheless we predict a positive result. There must be a tight-knit work. I want to thank the association that we made some changes in the main industry documents last year. The natural resources code and internal tax code were seriously amended. I want to thank the association administration. If there was no support we couldn’t prepare a qualitative document on time. This year we must provide 52 regulations for the natural resources code realization and the association support is so important”- said Kanat Bozumbaev.

“Kazenergy” general director Aset Magauov noted that in 2017 Association achieved good results on nine main directions it worked on. These are the spheres of taxation, natural resources, ecology, electricity, petroleum products and liquefied petroleum gas turnover, human capital development, international relations and analytics. 

“One of the main legal documents, aimed at the improvement of the situation in the sphere of natural resources exploration, easy contract access and also implementation of international standards of stock records is the new natural resources code adopted in the end of 2017. 120 meetings were held during the process of legal norms drafting by the Ministry of energy working group where Kazenergy also intensively participated in. As the outcome, over 60 % of 300 new amendments were supported. In 2017 there were some relevant questions about pricing on petroleum products and liquid petroleum gas. The association made some suggestions concerning measures to reduce financial costs and tax burden for the petroleum products market actors, and also measures to align domestic and export oil prices.  Especially, the requirements on the implementation of the monitoring devices system for the petroleum products were cancelled” - said Aset Magauov.
