BARRIERS FOR KAZAKH BUSINESS IN EEU TO BE CONSIDERED ON ATAMEKEN’S PLATFORM
The Conciliation Commission was established under the Atameken Chamber of Entrepreneurs in Kazakhstan. The Conciliation Commission shall consider and adopt the agreed decisions on business issues relating the barriers that occur during the functioning of the domestic markets of the Eurasian Economic Union. Members of the Conciliation Commission are deputies of the Majilis of the Parliament of the Republic of Kazakhstan, vice-ministers and other representatives of the state authorities of the Republic of Kazakhstan, as well as representatives of Atameken.
This platform will allow tackling the problematic business issues more effectively and responding more quickly to issues and problematic situations of domestic entrepreneurs arising in the EEU territory.
On January 25, the first meeting of the Conciliation Commission was held on the platform of the Atameken NCE. Vice Minister of National Economy of Kazakhstan Serik Zhumangarin was elected Chairman of the Conciliation Commission by unanimous decision of the participants of the meeting.
In addition, during the meeting the members of the Conciliation Commission addressed problematic issues, initiated by representatives of domestic business, including:
- the introduction of temporary restrictions on the transit through the territory of the Russian Federation to the Republic of Kazakhstan of poultry meat produced by US enterprises;
- the occurrence of the obligation to pay indirect taxes (VAT) by Kazakhstani exporters in the implementation of transactions among taxpayers of the EEU member states;
- the current situation at the Syrym checkpoint on the border of the Republic of Kazakhstan and the Russian Federation.
According to the Kazakh vice-minister of Agriculture Gulmira Issaeva, the Ministry of Agriculture of the Republic of Kazakhstan has solved the problem with the transit of poultry meat through the Russian Federation towards Kazakhstan. From January 21, 2019, the temporary restrictions, imposed by the Rosselkhoznadzor in November 2018, on the transit of US poultry meat through the territory of Russia towards Kazakhstan have been lifted.
At the same time, the Russian side allowed the transit of poultry meat through its territory in the Republic of Kazakhstan under the following two conditions:
- when transiting the poultry meat through the Russian Federation Kazakhstani importers must fill in the special form of the Mercury system to ensure traceability of traffic;
- reloading and temporary storage of poultry products should be carried out only at EU enterprises certified by the EEU for storage of livestock products.
In turn, the employee of the Kazakhstan Food Union 2030
association of legal entities, representing the interests of poultry importers, expressed gratitude to the Ministry of Agriculture of Kazakhstan and the Atameken NCE for their work and measures taken to lift the ban on the transit of poultry meat through Russia.
