Nursultan Nazarbayev instructs to turn Kazakhstani villages into growing points
Addressing the participants of Nur Otan Party's XVIII Congress in Astana President Nursultan Nazarbayev has instructed to provide rural residents profession and available microloans.
“We must turn our villages into growth points. When China began industrialization, it developed industry in the villages and people stayed to live there. Workplaces must be created in each village. The Atameken is now working on it. The village has its potential to earn and live with dignity,” Nursultan Nazarbayev said.
President noted that the villagers should get professions for free under state programs and preferential microloans.
“In this regard, I instruct the Government to develop proposals for the implementation of the Auyl - Yel Bessigi project (Village is a cradle of the nation) and allocate 90 billion tenge in the years of 2019-2021. This will help to consolidate the youth in the village. We must build houses, roads, communications, social facilities and develop small and medium businesses and processing industries in rural areas. The village has the potential to live with dignity,” Nursultan Nazarbayev said.
The President has also instructed the Government, akimats, the Nur Otan party and Atameken NCE to issue loans to large families in the rural areas so that they could start their own business.
To provide self-employed and unemployed citizens with the opportunity to do business, the Atameken implements the Bastau project. Last year Atameken trained the basics of entrepreneurship 28,345 people in 160 districts and 40 cities of the country. More than 7.6 thousand participants have already opened or expanded their business. 95 per cent of participants became taxpayers in 2017.
Atameken either teaches business or assists the startups of Bastau members.
Atameken Services portal provides more than sixty useful and free online services for entrepreneurs. A businessman can report a problem, apply for a loan, get training and get a ready business plan without leaving office or home.
In order to make loans available to the public, Atameken initiated the creation of microfinance organizations in the regions. They issue loans on preferential terms (4 per cent per annum). There are four such microfinance organizations and ten more microfinance organizations is going to work soon.
